About this file
Amendment 3 to Request for Proposal No. AGENCY26-PURC-6163 issued by the San Bernardino County Purchasing Department addresses copier and multifunction printer rental and maintenance services. The amendment provides clarifications and modifications to the original RFP requirements through responses to vendor questions and updates to attachment documents. Key services include the provision of newly manufactured devices capable of Letter, Legal, and A3 paper size handling with network printing, copying, scanning, and faxing capabilities on either a monthly rental or purchase basis. The RFP permits multiple vendor selection rather than a single vendor award, with an anticipated contract start date of June 2026 or upon full contract execution between the County and individual vendors. The contract term extends for a maximum of five years from July 2026 through June 2031. Questions were due by January 12, 2026, at 4:00 PM PST, and proposals were required by February 2, 2026, at 4:00 PM PST through the County's ePro electronic submission system.
Pricing may be structured using per-copy meter rates or all-in-one monthly rental rates inclusive of service and consumables, with unit prices remaining firm for twelve months post-award and guaranteed throughout the contract term. The County currently expends approximately $3,000,000 annually on copiers and supplies and $245,000 on copier maintenance, reflecting the significant contract value. Current vendors include Advanced Copy Systems Inc., Advanced Imaging Strategies Inc., CBE Office Solutions, Canon Solutions America Inc., Xerox Corp., Toshiba Business Solutions, Konica Minolta, and Image Source. The amendment clarifies that vendors must use the County's contract template rather than third-party lease agreements, disregard accounting codes in pricing submissions, and confirm that Environmental Liability Insurance, Pollution Liability, and Sexual Abuse Liability are not applicable to this procurement. Insurance requirements include General Liability of at least $1,000,000, automobile liability of $1,000,000, workers' compensation, and cyber liability insurance of at least $1,000,000.
