About this file

This document is an Amendment Three to the Invitation for Bids issued by the State of Maryland Department of General Services Office of Procurement and Logistics for an Icebreaker/Buoy Tender Vessel for the Department of Natural Resources (DNR). The amendment provides clarification and additional details regarding the vessel specifications, including requirements for the buoy tending capabilities, cooling system, bow thruster, anchor and rode, and ice class. The bid opening date is not being changed.

The key details regarding the contract opportunity include the requirement for an Icebreaker/Buoy Tender Vessel, with specifications for the vessel's design and performance capabilities to support DNR's operations. The amendment addresses questions from potential bidders and provides responses related to the vessel design, including the buoy and mooring anchor specifications, cooling system requirements, bow thruster sizing, anchor rode, and ice class. The amendment indicates that either a single 1000-gallon potable water tank or two 500-gallon tanks would be acceptable, as well as either a single 1000-gallon black water tank or two 500-gallon tanks.

Questions and Answers

1. Specifications Section 1.3.4 identifies requirements for buoy tending. However, the

Specifications do not provide any information regarding the geometry and weight of the buoys or their anchors. This information is necessary for the proper design of the deck scantlings and to determine the full load condition of the vessel for stability purposes. Please provide the number of, weight, and footprint of buoys and mooring anchors to be carried, and how much chain is to be stowed, i.e., length, type and weight.

1.3.4.4. States the footprint requirements. 1.3.4.2. Has lifting and capacity requirements for the crane. Buoys are less than 100lbs. Max buoy weight is 800 pounds each. In general 10 to 15 weights would be on the buoy deck.

2. Specifications Section 1.3.23.9.1 requires “The main machinery cooling system shall be a keel cooled by fabricated coolers of longitudinal channels welded to the exterior hull.” Channel coolers appended to the exterior of the shell plate tend to be inefficient in terms of heat transfer, require extraordinary surface area to provide adequate cooling, add significant weight and drag, and installation is labor intensive. Further, the specifications are silent on genset cooling. Would

DNR consider keel coolers or box coolers as an alternative to channel coolers for the main engines and generators?

Keel coolers and box coolers cannot be an alternative. Genset must be cooled in the same manner as the engines.

3. Specifications Section 1.3.26.18 requires a commercial grade, hydraulically driven, dual-prop bow thruster to assist in station keeping while placing buoys. The specifications do not identify the wind/current conditions necessary for sizing the bow thruster? Please provide the wind and current conditions to size the bow thruster.

For typical buoy operations we would be working in weather less than a small craft advisory. A

Small Craft Advisory means that wind speeds of 25 to 33 knots are expected to produce hazardous wave conditions to small craft. Inexperienced mariners, especially those operating smaller vessels should avoid navigating in these conditions. Tidal current tables are available from NOAA for the Chesapeake Bay Region.

4. Specifications Section 1.3.26.18 requires the vessel be equipped with an anchor and fittings for stowing an anchor. The anchor and rode are to be in accordance with 46 CFR 77.07-10.

Does DNR have a preference for use of chain, wire rope or nylon rope (or equivalent) for the anchor rode? Please identify the depth of water to determine the length of rode to be provided.

DNR has no preference on the system used for the anchor. Max water depth would be 90 ft.

5. Specification Section 1.3.22.4.1 requires hull structure to be designed to preclude deformation during operations in first-year freshwater ice as defined in ABS Steel Vessel Rules, Part 6, Chapter 1, Section 1. Table 2 of ABS Part 6, Ch 1, Section 1 describes “Polar Class”

PC1 to PC7, wherein PC1 through PC5 refer to year-round operation in ice. PC6 refers to summer/autumn operation in medium first-year ice. PC7 refers to summer/autumn operation in

“thin” first-year ice. As the 5th Coast Guard District is not normally ice covered, except during winter months, we believe PC1-PC5 can be excluded from consideration. However, PC6 and

PC7 both refer to “summer/autumn” operation in first-year ice with the difference being

“medium” ice (PC6) versus “thin” ice (PC7). ABS does not define medium or thin ice in terms of specific thicknesses, i.e., 12 inches nor does ABS make a distinction between sea or brackish water ice or freshwater ice. Please clarify the required Ice Class to which the vessel is to be constructed.

DNR will not class the vessel and this is a performance specification describing how the boat will be operated in the conditions that DNR has experienced. Vessel shall be designed to allow

DNR to work as described in the spec.

6. Specification Section 1.3.22.6.1 requires one 1000-gallon potable water tank. Would DNR consider two 500-gallon potable water tanks (total capacity 1000-gallons) in lieu of one 1000-gallon tank? Two 500-gallon tanks would simplify system arrangement and installation.

Either option would be acceptable.

7. Specification Section 1.3.26.9.1 requires a 1000-gallon capacity Type III marine sanitation device be provided. Would DNR consider two 500-gallon black water tanks (total capacity

1000-gallons) in lieu of one 1000-gallon tank? Two 500-gallon tanks would simplify the arrangement and installation of the system.

Either option would be acceptable.

8. Specification Section 1.3.3.3 stipulates that the main engine coolers be sized for continuous duty rating of the engines in 80-degree freshwater at speeds up to 10 knots. It does not address conditions to which genset cooling is to be effective. Is the correct assumption that genset cooling be effective in 80-degree freshwater at 0 knots advance speed?

Yes, the generator shall be operational in Chesapeake Bay water temperatures year round and from zero to top speed.

9. Specification Section 1.3.27.7.8 stipulates that pilothouse forward facing windows “meet visibility standards”. Please elaborate and define those standards to which this section refers.

ABYC has two standards that correspond to visibility. The first is ABYC H-1 “FIELD OF

VISION FROM THE HELM POSITION”. This standard gives the general information needed for the horizontal/vertical ranges of visibility from the helm. The second standard is ABYC H-3

“EXTERIOR WINDOWS, WINDSHIELDS, HATCHES, DOORS, PORTLIGHTS, AND

GLAZING MATERIALS”. This standard gives more information about the recommended glazing materials and the percentage of light transmission required for those windows in the pilothouse.

10. Specification Section 1.3.22.9.3 states “The requirements for the spuds and the deployment system are found in Section 2.3.26.21.” This section is not included in the Invitation for Bid document. Please clarify.

This is a typo. Deployment system specs are located in Section 1.3.26.14 and spud requirements are located in Section 1.3.26.21 and Figure 5.1.

11. Specification Section 1.3.27.17.10 requires “Stowage for buoy chain in barrels shall be provided in the main hold …” Please clarify the geometry and weight of a barrel of chain.

A barrel of chain that is used by DNR is in a standard 55 gallon barrel and weighs 550 lbs. At least three barrels will be stored in the main hold.
