About this file

This is Amendment 3 to a Fixed Price Bid solicitation issued by the State of South Carolina for Medicaid Rehabilitative Behavioral Services (RBHS) for children under age 21, replacing the original Solicitation No. 5400020443. The solicitation establishes multiple sources for purchasing RBHS services for multiple state agencies. Offerors must submit bids online through SCEIS by January 28, 2021 at 11:00 AM. Questions from offerors must be received by January 12, 2021 at 3:00 PM. A non-mandatory pre-bid conference was held on November 17, 2020 at 10:00 AM via WebEx. The award was posted on February 8, 2021. Offerors must acknowledge receipt of amendments and maintain offer validity for a minimum of 60 calendar days after the opening date. One online submission with cover pages is required.

All applicants must be enrolled as an RBHS provider with South Carolina Medicaid to be eligible for this contract, regardless of whether they have previously held an RBHS contract. Providers must comply with accreditation requirements prescribed by the South Carolina Department of Health and Human Services (SCDHHS) in the RBHS provider manual and maintain offices in commercially zoned locations as required by Medicaid, including in-home providers. New bids are only required if a new contract is issued or if a provider withdraws and reapplies. This solicitation is a separate partnership with state agencies and does not impact existing Medicaid reimbursement; however, Medicaid RBHS enrollment remains a prerequisite. Eligible services are limited to those listed in the Scope of Work. The procurement officer is Stephen Taylor, reachable at 803-737-2772 or staylor@mmo.sc.gov.

Questions and Answers

1) In reference to solicitation 5400020443, am I correct in understanding that our organization must be enrolled as a Medicaid provider specifically for Rehabilitative Behavioral Health Services (RBHS)?

For example, our organization, ------------- is an enrolled Medicaid provider. We are enrolled as a Licensed Independent Practitioners' group. Would we need to also be approved for enrollment as an RBHS provider to qualify for a potential contract under the terms of this solicitation?

Agency Response: Yes, all applicants must be enrolled as a RBHS provider with Medicaid to be eligible for this contract.

2) If our agency is an approved provider, do we need to submit a new bid during every renewal?

Agency Response: No, a new bid would only be required if a new contract was issued or if you withdrew and sought to re-apply.

3) Our agency is a LIP agency enrolled with Medicaid. Does that qualify us for this bid or do we need to be enrolled as a specific type of provider with Medicaid?

Agency Response: To be eligible to enroll under this contract you must be enrolled with SC Medicaid for the duration of this contract as an RBHS provider.

4) Is accreditation still a requirement? If so, and newly contracted agencies are in the process of accreditation, will that be okay? If I recall correctly, under the previous RBHS contract, each agency had a specific amount of time to be accredited to continue working under the contract. Is that still the case?

Also, from which entities does this solicitation accept accreditation?

Agency Response: Accreditation requirements must comply with the requirements as prescribed by SCDHHS (Medicaid) in the RBHS provider manual.

5) In reviewing the RBHS manual (not solicitation), it stipulates that the agency's office should be in a commercially zoned location. Is this going to be amended or will this be a requirement?

Agency Response: Zoning requirements must comply with the requirements as prescribed by SCDHHS (Medicaid) in the RBHS provider manual.

6) In regards to the office and RBHS, will we be required to have a separate office in a commercially zoned area?

Agency Response: All vendors will need to follow Medicaid zoning requirements in the RBHS provider manual.

Amendment 2 Questions

1) In Amendment 1 of Procurement 5400020443, MEDICAID REHABILITATIVE BEHAVIORAL SERVICES, it is stated that if our agency is an approved provider, we do not need to submit a new bid. How do we determine if our agency is currently an approved provider? We have been in the past, but are unsure if this is still current or if we need to submit a new bid.

Agency Response: In order to be considered for an award under this solicitation, you must meet all listed requirements and submit a bid.

2) Can we go ahead and submit our bid but refrain from providing and billing for services until we are fully accredited? Manual only states that we must be accredited prior to billing for services.

Agency Response: No, you must be an enrolled Medicaid RBHS to be eligible to apply for this contract. It is advised to apply once accredited, during one of the open bid schedule.

Amendment 3 Questions

1) The question is can any provider that meets the requirements and qualification of the solicitation submit an application, in specific providers who have not previously held a contract to provide RBHS services? Or is this solicitation specifically for providers who are currently enrolled with Medicaid to provide RBHS services and this solicitation is focused solely towards the continuation of those services with those currently enrolled providers?

Agency Response: Yes, all applicants must be enrolled as a RBHS provider with Medicaid to be eligible for this contract. Any provider that meets the requirements can submit an application. To clarify, any provider that meets the requirements can submit an application regardless of if they have participated in this contract previously or not.

2) I have reviewed the Solicitation 5400020443 and I am familiar with the service. I also read the Amendments but I am unclear of the answers. We are an outpatient center and would like to offer RBHS services. It states you have to be an RBHS provider. How do you become an RBHS provider if there has been a moratorium on the service for several years? What is the work around for this? It just doesn't seem to make sense as written. Thanks so much for your help.

Agency Response: In order to effectively leverage additional resources, providers are required to be enrolled as an RBHS provider under this contract. While The South Carolina Department of Health and Human Services - Healthy Connections Medicaid has a moratorium on RBHS provider enrollment, there are exceptions that allow certain providers to enroll based on specific need.

Please contact SCDHHS for additional information regarding the moratorium and provider enrollment.

3) We are a current RBHS provider for several years. Do we need to respond to this solicitation?

Agency Response: Yes, In order to be considered for an award under this solicitation, you must meet all listed requirements and submit a bid.

4) What is the purpose of the award/contract?

Agency Response: The purpose of this solicitation is to establish multiple sources for the purchase of Medicaid Rehabilitative Behavioral Health Services (RBHS) for children under the age of 21 for multiple agencies.

5) If we are already an enrolled RBHS provider, can we operate under that enrollment status or do we also have to receive this award/contract to provide services to be reimbursed by Medicaid?

Agency Response: In order to be considered for an award under this solicitation, you must meet all listed requirements and submit a bid. This solicitation is a separate partnership with state agencies and does not impact Medicaid reimbursement on eligible populations for eligible services. However, Medicaid enrollment as a Rehabilitative Behavioral Health Services (RBHS) is a requirement for this Fixed Price Bid.

6) Can we provide services and receive reimbursement as an RBHS provider for other codes outside of this award-BMod, FS, MFT?

Agency Response: All services that are eligible for reimbursement are listed in the scope of work. Please review the tables in the Scope Of Work for additional information regarding eligible services.

7) Does an in-home provider still have to meet the commercially zoned criteria?

Agency Response: Yes
