The solicitation seeks examination services for insurance companies, with responses to be submitted online at www.procurement.sc.gov. The amendment establishes a rolling bid schedule with additional bid reviews and awards occurring approximately every 12 months, with scheduled review dates of February 21, 2025, October 6, 2025, and October 5, 2026. Bidders submitting after the initial opening must upload their materials by 11:00 AM ET on the applicable due date and send hard copies no earlier than two weeks prior to the deadline. Awards will be posted one to two weeks after each review date. Solicitation questions must be received by August 10, 2022 at 10:00 AM ET. Offerors must hold their offers open for a minimum of 30 calendar days after the opening date.

The amendment specifies maximum hourly rates for 14 position categories, ranging from $145 to $200 per hour, including Administrative Examiners (CFE) at $200, Supervising Examiners/EIC (CFE) at $195, various examiner levels with different certifications between $150 and $175, Investment Specialists and Information Systems Specialists at $170 and $150 respectively, Forensic Accountants (CRFAC or similar) at $145, and Pharmacists at $190. Offerors may submit rates lower than the established maximums but cannot exceed them, with any bids exceeding maximum rates to be rejected as non-responsive. Rates must be entered both in the completed bidding schedule form and in the online bidding system. No specific set-asides, incumbent information, or funding amounts are detailed in this amendment.
