About this file
This document is a question and answer amendment for RFP 2025-UWMSN-00801-RFP from the University of Wisconsin-Madison regarding 5G cellular services at Camp Randall and the Kohl Complexes. The Q&A addresses the replacement of the existing 4G Neutral Host Network (NHN) system with a new 5G NHN system, with preferred completion by August 15, 2025 for Camp Randall and October 31, 2025 for Kohl Center/LaBahn. Crown Castle currently operates the 4G system under contract through November 3, 2033. The Indoor Practice Facility, currently under construction with Phase 1 completion in July 2026 and Phase 2 in November 2027, is the only venue without existing DAS coverage.
The current 4G system serves multiple carriers (T-Mobile, AT&T, Verizon Wireless, US Cellular) across the venues through head-end locations at Lot 17, WARF Building, and Athletic Operations facility. The University owns the fiber infrastructure but not the 4G equipment. Proposers must detail transition plans from 4G to 5G while minimizing service disruption and may propose options to assume Crown Castle's current contract. The University is open to revenue share models that drive positive net value, including sponsorship investments. Technical requirements include support for emergency services (E911, CALEA, WEA) and integration with public safety networks, though MOCN, MORAN and Open RAN capabilities are not mandatory.

No. Question Answer
What is the current status of the Crown agreement? Is the University able to terminate the contract if there is remaining term? The scope of this RFP is available to contract with any successful respondent. Crown Castle is under contract with the University through November
3rd, 2033.
What is the current status of each carrier agreement? How much term is left for each? Can you provide the current rent per carrier per facility? With T-Mobile's acquisition of US Cellular, will that impact future rent streams? Are there any AOI's that currently do not have a DAS?
The carrier agreements are made directly with Crown Castle. The only AOI that does not have existing DAS is the Indoor Practice Facility (IPF), which is under construction.
3 Which DAS OEMs are used on the existing 4G NHN? Commscope ION B
Which carriers are on the existing 4 NHN? Camp Randall: T-Mobile, AT&T, Verizon Wireless, US Cellular
Kohl Center/LaBahn Arena: T-Mobile, Verizon Wireless (single node), US Cellular 5 Does any MNO have 5G (BRS 2500, C-Band, mmWave) in the venues? At present, all the venues are only serviced with 4G/LTE (Bands: B2,B4, B5,B12,B13,B17) 6 Where is the existing DAS head end located?
Is there space available for the new 5 NHN in this location? University will work with the incoming contractor to provide space based on availability. To get certainty, this will require the proposers to conduct a site survey to determine space requirements.
Is there space in the venues for the slave/secondary head end? University will work with the incoming contractor to provide space based on availability. To get certainty, this will require the proposers to conduct a site survey to determine space requirements.
Are there alternative head end locations? The headends feeding the Camp Randall complex come from Lot 17 with AT&T and Verizon. From WARF the carriers are US Cellular and T-Mobile. All
MNO services enter the Camp Randall complex through Athletics Operations building basement 10 Will the latest 4G NHN iBwave files be shared? No, the Ibwave files are not available to the University from Crown Castle.
