About this file

This Amendment 2 document provides revisions to Request for Bid (RFB) #AD180727 for Workers' Compensation Center for Medicare Reporting Compliance Services issued by the State of Wisconsin, Department of Administration, Bureau of State Risk Management. The amendment modifies specific sections of the original RFB to clarify definitions and contractor responsibilities. Key revisions include a refined definition of Hazardous Duty in lieu of Temporary Total Disability (TTD), specifying that state employees in protective status who suffer work-related injuries shall continue receiving full pay from their employing agency without reduction in sick leave credits, compensatory time, vacation accumulations, or the rate of earning such benefits. Additionally, Section 3.11 is amended to require the contractor to assist the Bureau of State Risk Management in identifying diagnostic codes and ICD-9/ICD-10/ICD-11 codes for CMS submission to minimize claim rejections.

The amendment reiterates the State's reservation of rights to negotiate terms and conditions when deemed in the State's best interest and clarifies that bidders must either accept all terms and conditions or submit point-by-point exceptions with proposed alternative language. The State retains discretion to consider or disregard any bidder-suggested revisions, with any modifications requiring State approval in its sole interest. Bidders are prohibited from substituting their own contract documents for the State's Special Terms and Conditions.
