About this file
This document is an Amendment #2 Questions & Answers clarification for solicitation DQ1 PMAA 2027_0059 issued by the Colorado Parks and Wildlife (CPW) for seasonal snow and ice removal and ice melt application services at the CPW Littleton Office Complex. The scope of work encompasses both snow/ice removal and ice melt application services that are triggered by snowfall accumulation, with contractors expected to monitor weather conditions independently and respond within specified timeframes as detailed in Exhibit A - Scope of Work. A pre-bid meeting was held on August 25, 2026, though attendance was not mandatory and vendors who did not attend remain eligible to submit quotations by the September 4, 2026 deadline. The service delivery model requires contractors to provide complete service visits that combine both snow/ice removal and ice melt application during a single response event, with billing occurring per service visit rather than separately for each service type.
CPW has budgeted funds based on the cost of previous years' services but does not disclose a specific budget amount due to the unpredictable nature of seasonal snow removal requirements. Respondents must provide accurate cost-per-service-visit pricing as requested in section 3.2.4 of the main solicitation document. CPW does not guarantee a minimum amount of work and notes that service visit frequency varies significantly based on annual snowfall totals, with the previous two seasons experiencing lower-than-average snowfall and correspondingly fewer service visits. References may be satisfied through current clients of a disclosed subcontractor performing work under the prime contractor's supervision, and newly established firms may provide references demonstrating equivalent commercial vehicle operations and service reliability. Contractors are responsible for monitoring independent weather conditions and determining service visit requirements, though CPW reserves the right to dispatch additional services at its discretion. The contract terms and conditions, including liability provisions, remain unchanged and are referenced in the State of Colorado Purchase Order Terms and Conditions.

Amendment #2 - Questions & Answers (Q&A)
DQ1 PMAA 2027*0059
CPW Littleton Office Complex Seasonal Snow/Ice Removal and Ice Melt Application
A. The following questions, and the answer to each, were received:
1. How much budget does CPW have available for these services?
i. CPW has a set-aside an amount budgeted based on the cost of previous years of service. However, CPW does not assign a specific budget amount for these services due to the unpredictable nature of needing these services. Please provide an accurate cost per service visit to complete the services included in Exhibit A -
Scope of Work as requested in section 3.2.4 of the main DQ solicitation document.
2. How will it be determined what the awarded contractor is responsible for each service visit, including areas that will be partially cleared?
i. Please refer to Exhibit A - Scope of Work. If needed, adjustments can be made to the Scope of Work before issuance of a Purchase
Order to more specifically outline the Contractor’s area of responsibility for completing the needed services.
3. Section 3.2.3 requests a list of current clients receiving the same or similar services, with a reference for each, evaluated on a pass/fail basis. May a vendor satisfy this requirement through the current clients and references of a disclosed subcontractor that will perform snow removal operations under the vendor's supervision, with the teaming arrangement described in the Business Summary? Alternatively, may a newly established firm satisfy the requirement with references demonstrating equivalent commercial vehicle operations and service reliability?
i. Yes, the reference can be for current clients for whom a disclosed subcontractor is completing the work under the prime responding vendor’s supervision. Teaming arrangements must be clearly outlined in the business summary. It is the responding vendor’s discretion to determine whether the services being provided for other clients that are included in the response are the same, or similar enough in nature to the services requested in Exhibit A -
Scope of Work.
4. For estimating purposes, how many service visits were completed at the
Littleton Office Complex in each of the last two snow seasons?
i. CPW does not have this data readily available. Due to the lesser amount of snowfall the last two seasons, the total number of service visits were lower than average. The amount of work to be completed pursuant to an award will vary and fully depends on snow totals for each season. CPW does not guarantee a minimum amount of work to be assigned pursuant to an award.
5. Does a single "service visit" under the Pricing Schedule encompass both snow/ice removal and ice melt application performed during the same response, or are ice-melt-only applications (with no accumulation requiring removal) counted and billed as separate service visits?
i. A service visit shall include both snow/ice removal and ice melt application each time a visit is required. A “service visit” is what is defined in the “Services To Be Provided By Contractor” section of
Exhibit A - Scope of Work. Please see “Service Completion Time” in Exhibit A - Scope of Work for when service visits are required.
6. Please confirm whether Exhibit A specifies a snowfall trigger depth and required response time, and whether the awarded vendor is expected to monitor conditions independently or will be dispatched by CPW staff.
i. Please see the “Service Completion Time” section of Exhibit A -
Scope of Work for the snowfall trigger depth as well as the required response time. The awarded vendor is expected to monitor conditions independently. CPW may dispatch the awarded contractor at CPW’s discretion if it is determined additional services are needed.
7. A pre-bid meeting was held on August 25, 2026. Please confirm whether attendance was mandatory and whether Contractors who did not attend remain eligible to submit a quotation by the September 4, 2026 deadline.
i. The pre-bid meeting was not mandatory and Vendors who did not attend the meeting are still eligible to submit a quote by the response deadline. Please section 1.4 Pre Bid Meeting of the primary solicitation document “DQ1 PMAA 2027*0059 - CPW
Littleton Office Complex Seasonal Snow/Ice Removal” for more information.
8. Could you please update the scope to reflect no liability in the areas with limited services?
i. Exhibit A - Scope of Work will not be updated at this time. For more information, refer to the linked “State of Colorado PO Terms and
Conditions” in section 1.8 Additional Attachments/Links of the primary solicitation document “DQ1 PMAA 2027_0059 - CPW
Littleton Office Complex Seasonal Snow/Ice Removal.”
B. All other terms and conditions of DQ1 PMAA 2027*0059 - CPW Littleton Office Complex Seasonal Snow/Ice Removal and Ice Melt Application remain the same.
