About this file

This document is Amendment 2 to Invitation to Bid (ITB) 25FMUL0904A for the Fairbanks Trooper Post Clearing & Fencing project issued by the Alaska Department of Public Safety (DPS), Division of Administrative Services. The amendment provides answers to questions received from potential offerors regarding the project scope, including warranty period, backfill and compaction testing requirements, post installation, and the project timeline. The ITB has a bid submission deadline of October 29, 2024, and the work is to be completed within 90 days from the notice to proceed.

The amendment clarifies that the required warranty period is preferred to be 10 years but is amenable to industry standards. It also confirms that compaction testing is not required for the gravel fill in the fence post foundations, but is required for the gravel perimeter road, with a minimum of one test per 400 square yards. The amendment further clarifies that all line posts are to be driven into a prepared column of consolidated structural fill. The contractor will be responsible for managing any excess excavated fill from the post locations.

Response By

Section 2.20 states a 10 year warranty period, can you confirm 10 years is the intended warranty period DPS is requiring?

Preferred but amenable to industry standards.

Sheet C100, Earth Moving Note 4, states testing on backfill in 6" lifts. This makes sense for the gravel road, culvert, and parking lot areas. Does this 6" lift requirement also apply to structural backfill detailed at the post locations (Detail 1/C700)?

Compaction testing is not required for the gravel fill in the fence post foundations.

N CCD

A density testing frequency of one test per lift is provided, Is there an additional frequency the owner would like to see for the gravel perimeter road? I.E. 1 test/1000 SY, etc.

Compaction testing shall be performed on the gravel drive at each backfill lift, at least one test every 400 SY or less of oad surface, but in no case fewer than three tests.

Sheet C700, General Fencing Note 3. This note makes sense, but I want confirmation that the line posts need to be driven into structural fill.

According to detail 2/C700 it appears the desire to have all line posts driven into columns of structural fill, not the in-situ material. Can you confirm the intent is to have the contractor prepare all post locations with structural backfill before driving these posts into the ground?

All line posts shall be driven into a prepared column of consolidated structural fill.

N CCD

5 24-Oct AK Built Construction & Design LLC

If the Contractor is to prepare columns of structural backfill at all post locations, this will generate a fair amount of excavated fill. Is there a location on site to spread this material around or stockpile? Or will the Contractor be responsible for hauling this material off site?

We believe the area designate wetlands would be the location for the soils. Contractor to verify if code compliancy.

N DPS

6 24-Oct AK Built Construction & Design LLC

The contract states 90 days for work to be performed. At this time, can it be assumed NTP will be given in spring and the Contractor will have 90 days from that time to complete the work?

Correct
