3 BID PROCEDURES AND INSTRUCTIONS:
3.1 Communications/Questions: The only permissible communication regarding this Bid is in writing to uwmbids@uwm.edu. Violation of this condition may be considered enough cause for Bid rejection. The subject line of the email should be labeled “Question.”
It is incumbent upon bidders to point out any possible discrepancies, omissions or ambiguities using the process outlined above to submit questions. This includes alerting UWM to any non-standard specifications. By failing to do so, bidders waive the right to claim any provision of this bid as ambiguous.
The deadline for any questions concerning this RFB is as set forth on the cover sheet of this Bid.
Any questions received after that time may not result in an addendum answering the question.
3.2 Method of Bid: Bidder must complete Exhibit A, Exhibit B, and submit all the “mandatory” requirements as listed on the front cover sheet of the bid.
3.3 Method of Award: The award will be made to the lowest responsive, responsible bidder based upon the lowest Total Extended Cost for Sign A and Sign B Option 1 or Sign A and Sign B Option 2, whichever is in UWM’s best interest. UWM’s preference is leaning towards Sign B Option 2, the curved letters as long as cost is not too prohibitive.
UWM may make awards to certified Minority Business Enterprise, or Disabled Veteran-Owned Business firms submitting the lowest qualified bid when that qualified bid is not more than 5% higher than the apparent low bid. Authority for this program is found in ss. 16.75(3m) (b) 2, 3, 16.75(3m) (c) (4) and 560.0335(1) (b) (3), 15.107(2), 16.75(4), 16.75(5) and 560.036(2), Wisconsin Statutes.

The verification process may include requesting reports on the bidder’s financial stability, and/or reviewing results of past awards to the vendor by the State of Wisconsin or any of its agencies.
Failure of a bidder to comply with verification requests may result in rejection of the bid. UWM shall be the sole judge of the results of the verification process.
All specifications are mandatory minimum requirements unless otherwise stated. Failure to meet a mandatory requirement may result in the bid being deemed non-responsive. Bidders are encouraged to submit responses even if all mandatory requirements are not met because Purchasing reserves the right to delete specifications, conditions of bid or items not bid if two bidders or more, or 50% or more of the bidders are unable to comply with a requirement.
UWM reserves the right to (1) reject all Bid responses and make no award; (2) waive irregularities or technicalities in Bid responses; (3) request clarifying information from bidders; (4) make a partial award; and (5) accept or reject all or part of any Bid response submitted.
3.5 Bid Submission: Bidder shall submit bids prior to the bid due date to uwmbids@uwm.edu for consideration of award. Such email (and all bid documents) must be received prior to the bid due date. Electronic or digital signatures are acceptable.

“Equivalent” is defined as quality of products, workmanship, suitability of use, and appearance, and durability. When no reference or change is made on proposal by bidder, it is understood that the specific item named on the proposal shall be furnished by the bidder. UWM will be the sole judge of equivalence and acceptability.
3.7 Mandatory Site Visit: Bidders must attend a mandatory site visit to inspect the installation site completely prior to submitting the bid to determine all requirements associated with the bid.
Failure to inspect adequately shall not relieve the bidder from the necessity of furnishing and installing, without additional cost to UWM, any materials and equipment or performing any labor that may be required to carry out the intent of the contract. Please contact uwmbids@uwm.edu by October 24, 2022 @ 9:00AM CT if you would like to attend a site visit. Upon receiving your RSVP, UWM will send out further details.

Marking of the entire response as proprietary will neither be accepted nor honored.
