About this file

This document is Amendment 2 to the Invitation for Bids (IFB) issued by the State of Maryland Department of General Services for a statewide contract for Bulk Propane Gas. The amendment changes the bid due date to March 15, 2022, at 2:00 PM and clarifies that the award will be made on a line-item basis to the responsive and responsible vendor with the lowest price for each of the six regions within the state. The amendment also provides responses to additional questions from bidders regarding tank ownership, pricing structure, and the OPIS reporting to be used for the pricing.

The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) agreement, with the State reserving the right to award multiple contracts to the lowest responsive and responsible bidder for each region. Pricing will be based on the bidder's fixed price plus the average weekly OPIS posted closing price for propane at the Mont Belvieu, Texas pipeline for the week of delivery. There are no set-asides or incumbent information provided, and the term of the contract is not specified in the amendment.

ADDITIONAL QUESTION/ANSWERS STATEWIDE BULK PROPANE

SOLICITATION # BPM027311/001IT821279

Q1: Ownership is not listed on location pages, please advise on ownership of tanks. Will we get a detailed list of who owns each tank at each site? Or is that on the supplier to identify?

A1: Please see the attached spreadsheet of the information that The Department of General

Services (DGS) was able to obtain. This information is not readily available and is suggested that the vendor reaches out to any specific facility that is missing that information. For more information, please see page 17 of the IFB in reference to Tank Replacement.

Q2: If the State does not know or can’t provide the answer in time, then the pricing structure should be updated to accommodate a price per gallon for government owned tanks, and then a price per gallon if the vendor has to supply the tanks. Or an area where we could charge tank rent. That is how many state contracts are set up.

A2: DGS would like to have a uniformed price If the current tanks are leased it is our understanding that they will continue to be service by that vendor.

Q3: Provide estimate usage for the contract by location

A3: DGS was not able to obtain that information

Q4: Would it really make a difference to the State if the billing price was based on the “Prior”

Weeks Average rather than off the current weeks average which no one knows until well after all the deliveries have been made? Prior day average, or Prior Week average, are the most common platforms.

A4: The Department of General Services’ (DGS) position is that this issue doesn’t impact the solicitation/bid and could be discussed at the time of award.

Q5: There are 4 OPIS reports a day, and one weekly report, all of them have “closing prices for

Mont Bel”. They come at 7am, 9am, 11am, and 4pm (CST) daily. The weekly report is a Newsletter that is issued on Monday morning. As you can see, there are many reports from OPIS that have

Mont Bel pricing. I think the easiest way would be for the State to include a snapshot of what

OPIS report you’re looking at. Then I could tell you exactly what that report is called by OPIS’ terms.

A5: The IFB states that “The selling price for liquid propane delivered under the terms of the contract will be derived from the bid price being added to the average posted closing price of propane for the Mont Belvieu, Texas pipeline listed in the OPIS report for the WEEK the delivery is made”. (Emphasis added)

Note:

A vendor may submit its bid early, however, the bid must be resubmitted after each published amendment, which in eMMA is called a “round”. No matter what, be sure to submit your bid in the “final round” of this solicitation whether you make any changes or not, otherwise, it will not be included when the bid closes on March 15, 2022, at 2:00 P.M.

This is now round 3.
