QUESTION/ANSWERS STATEWIDE BULK PROPANE

SOLICITATION # BPM027311/001IT821279

Q1: What specific OPIS report are you using to pull the price index from? Please include an example.

A1 Please go to the following website as examples:

OPIS Pricing & Market Analysis for Oil, Fuel & Energy Commodities (opisnet.com) https://www.eia.gov/dnav/pet/hist/EER_EPLLPA_PF4_Y44MB_DPGD.htm

Q2: Clarify what the tanks listed below are used for at the location associated with the State Police Barracks? Are they for heating the Barrack or for the backup generators on the radio towers? If not, can you share the yearly usage at these locations?

A2: 9578 Ocean Gateway, Berlin Md 21811 Unknown Barrack/Tower reported as (1) 2000 gal. above ground tank sn: 63273 - for backup generator use (approximate usage 200 gal. /year, typically once a year fill) Unknown Barrack/Tower reported as (1) 500 gal. above ground tank sn: 77713 - for backup generator use (approximate usage 200 gal. /year, typically once a year fill)

27645 Salisbury Blvd, Salisbury MD This address will take more research, can't find anything with this exact address.

We do have a Barrack AND tower at 2764 N Salisbury Blvd (investigating propane deliveries) will advise . . .

30581 Perry Rd, Princess Anne MD 21853 Reported as (1) 3000 gal. above ground tank - for Barrack HEATING use (very approximate usage $25,000.00 per year)

7053 Ocean Gateway, Easton MD 21601 Easton Barrack: reported as (1) 1000 gal. above ground tank - for backup generator use (approximate usage 200 gal. /year, typically once a year fill) Easton Tower: reported as (1) 1000 gal. above ground tank - for backup generator use (approximate usage 200 gal. /year, typically once a year fill)

Q3. Are vendors required to bid on all the listed locations or if we are unable to service all, can we bid on select ones? The bid document reads as though you will award it by line item, but then on the pricing page there is only one line for pricing to be input. Do we have to bid one price for the whole state, or can we bid it by line item?

A6. This Statewide contract will cover every county in the State. To that point, it is understood that one particular vendor may not be able to service the entire state. However, it would be beneficial to the vendors if they are able to cover all of the counties within a particular region if not more. The pricing section in eMMA has been changed to reflect pricing by region.

REGIONS SERVICED UNDER THIS CONTRACT:

Region 1 ................................................ …Dorchester, Wicomico, Somerset, and Worcester Region 2 ................................................... Caroline, Kent, Talbot, Cecil, and Queen Anne’s Region 3 ................................................ ...Harford, Baltimore City, Baltimore County and Anne Arundel Region 4 ................................................... Prince Georges, Calvert, Charles, and St. Mary's Region 5 ....................................................Howard, Montgomery, Frederick, and Carroll Region 6 ................................................... Garrett, Allegany, and Washington Bidders are strongly encouraged not to wait until the last minute to submit their bid under the new system to allow time to obtain help from the eMMA Help Desk where assistance is “only” available via email at https://procurement.maryland.gov/. There is no phone number to request assistance.

Note:

A vendor may submit its bid early, however, the bid must be resubmitted after each published amendment, which in eMMA is called a “round”. No matter what, be sure to submit your bid in the “final round” of this solicitation whether you make any changes or not, otherwise, it will not be included when the bid closes on March 15, 2022, at 2:00 P.M.

This is now round 2.
