About this file
This is Amendment #2 to a Request for Proposals issued by the Maryland Department of Comptroller's Office of Administration & Finance for the sale of unclaimed securities under RFP #BPM0541511. The amendment, issued January 13, 2026, clarifies invoicing procedures and bonding requirements for prospective bidders. Bidders must demonstrate three consecutive years of recent experience within the past ten years in selling unclaimed securities, with minimum annual sales of $1,000,000. Qualified bidders must hold current membership in all principal stock exchanges (New York, American, NASDAQ, and OTC) and maintain current participation in the Depository Trust Company (DTC), with documentation of these qualifications required as part of the proposal submission. Bidders must also provide reference checks using Attachment L.
The contractor will be compensated based on a commission rate per share sold as submitted on the Bid Form (Attachment B). The contractor calculates commissions earned with each trade, reduces the principal amount by the commission, and remits the difference to the Comptroller within one business day of trade settlement using the selected payment method. The State reconciles remittances monthly to verify accuracy and notifies the contractor of any discrepancies via email. All fees must be included in the stated commission rate, with the State providing no reimbursement for additional costs or expenses. The State will not pay commissions on worthless stock certificates. Each bidder must submit a bid bond or other suitable security in the amount of five percent of the Total Evaluated Price, guaranteeing availability of goods and services at the offered price for 180 days following the bid due date.
