About this file

This is Amendment 2 to an Invitation for Bid issued by the South Carolina Department of Transportation for lining an 18-inch pipe in Colleton County. The project involves the rehabilitation of a pipe segment using cured-in-place pipe (CIPP) lining technology. Offers must be submitted online at http://www.procurement.sc.gov by November 23, 2022 at 2:30 PM, with questions due by November 14, 2022 at 12:00 PM. No pre-bid conference or site visit is required. Award will be posted on December 2, 2022. According to the amendment responses, contractors will have access to water from the South Carolina Department of Transportation meter at the laydown yard located at 593 Sniders Highway, Walterboro, South Carolina 29488, and may dispose of solids at the same facility. The contractor must remove approximately 12 inches of existing metal pipe running longitudinally within the 18-inch pipe during the cleaning process before installing the CIPP liner. No existing plans are available for the pipe segments, as the system is very old and files could not be located; however, a strip map showing the location has been provided.

The solicitation does not specify pricing terms, quantities, or contract duration in the amendment document. Vendor preferences do not apply to this procurement. Offerors must submit a single copy of the signed solicitation cover page and acknowledge receipt of all amendments. Offers must remain open for a minimum of thirty calendar days following the opening date. Bidders must register as a South Carolina vendor and provide required business entity information, authorized signatory details, and various address designations for notice, payment, and purchase order distribution.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at https://procurement.sc.gov/osp/preferences. ALL THE PREFERENCES

MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY

ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE

CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. IF YOU

REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE

PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS

CONSEQUENCES. [11-35-1524(E)(4)&(6)] ****PREFERENCES DO NOT APPLY****

PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. An in-state office is necessary to claim either the Resident Vendor

Preference (11-35-1524(C)(1)(i)&(ii)) or the Resident Contractor Preference (11-35-1524(C)(1)(iii)). Accordingly, you must provide this information to qualify for the preference. An in-state office is not required, but can be beneficial, if you are claiming the Resident Subcontractor Preference (11-35-1524(D)). ****PREFERENCES DO NOT APPLY****

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)

THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM

QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE

BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE

QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE

POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE

CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING

PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT

AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED.

[02-2A097-1]

QUESTIONS AND ANSWERS ARE BELOW. THE SCDOT’S ANSWER APPEARS IN RED.

1. Will the owner be providing a water meter for the contractor to utilize free of charge for this project?

We do not have one to offer. However, contractor may fill up water from our meter at the laydown yard. 593 Sniders Hwy, Walterboro, SC 29488

2. Will the City provide a drying bed to the contractor to dispose the solids once decanted from the vacuum truck? If so, what is the location?

Contractor may dispose of solids at our laydown yard where we dump our vac truck. 593

Sniders Hwy, Walterboro, SC 29488

3. If no drying bed will be provided by the owner, what is a nearby location that will accept the debris?

Dispose of debris at DOT yard

4. Will the owner / engineer please provide a map or plans of the pipe segments for rehabilitation?

We do not have any plans for the pipe segments, this system is very old and we have been unable to locate any files on it. I have attached the strip map that shows the location.

5. Are we to install our CIPP liner on top of the existing metal pipe running longitudinally down the existing 18” pipe (shown on page 11/32 of the CCTV images)?

No, that is just a short, approximately 12 inch piece of pipe that should be removed with cleaning.
