About this file

This is Amendment #2 to an Invitation for Bid (IFB #5400027761) issued by the South Carolina Department of Transportation (SCDOT) for On-Call Fence Repair services. The amendment extends the bid submission deadline from January 29, 2025 to February 18, 2025 at 2:30 P.M., and pushes the award posting date from February 18, 2025 to February 28, 2025. The question submission deadline of January 7, 2025 has expired. The amendment includes responses to 11 contractor questions regarding work locations, deadlines, brush clearing requirements, traffic control, flood zone work, material shortages, and electrical equipment scope.

The amendment clarifies that this is an on-call contract with no minimum or maximum number of work locations, and project timelines will be coordinated between contractors and SCDOT District/County representatives. Work requirements must follow Section 4 (Construction) of the solicitation, including traffic control provisions under Protection of Highways and Public and Private Properties. Three line items (0106, 0107, 0108) are included for electrical equipment work across subsequent contract years. Historical contract values and previous work quantities were not provided.

THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES

RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL

QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE

READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO

PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION.

QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY

RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN

ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED

TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED.

QUESTIONS AND ANSWERS ARE BELOW. THE SCDOT’S ANSWER APPEARS IN RED.

1. How many locations can SCDOT expect us to be working on at one time?

SCDOT does not have a minimum or maximum number of locations the contractor will be asked to perform work. This is an on-call contract and SCDOT District/County representatives will coordinate with the contractor(s) on timelines for commencement and completion of agreed upon projects, prior to the start of project work

2. Will there be a deadline implied for each location? If so, what is it?

Each project may vary in scope. The contractor and District/County engineers will coordinate and agree on commencement and completion of all projects prior to the start of project work.

3. Fences that are located in thick brush, are there expectations for there to be brush cleared a certain distance around the fencing? If so, what is the distance?

The contractor shall perform all work in accordance with section 4 (construction) of this solicitation.

4. Will there be specific traffic control requirements given for each location? Number of personnel, signage, etc.

Traffic Control requirements shall be performed per the provisions outlined under the Protection of

Highways and Public and Private Properties section of this solicitation.

5. Is it acceptable to clear trees and brush to allow for equipment access?

The contractor shall perform all work in accordance with section 4 (construction) of this solicitation.

6. What are the expectations of fence work in low lying flood zones?
