About this file

This is Amendment 2 to an Invitation for Bid issued by the South Carolina Department of Revenue for an Employee Engagement Survey service. The Department of Revenue seeks a vendor to administer the 2026 agency workforce survey for approximately 750 users consisting of SCDOR staff and contractors. The solicitation is open to both commercial off-the-shelf (COTS) products and custom-built solutions. Offerors must submit bids online at http://www.procurement.sc.gov by November 20, 2025, at 14:30:00, with questions due by November 10, 2025, at 01:00:00. No pre-bid conference or site visit is scheduled. Award will be posted on November 21, 2025. The anticipated project start date is January 2026, with platform go-live scheduled for February or March 2026. The contract will include one-on-one technical support and maintenance provided remotely by the vendor to the HR Director and Employee Relations Manager for the duration of the contract term.

The Department of Revenue has not disclosed the approved budget or contract amount range. An incumbent vendor currently provides employee engagement survey services and is permitted to participate in this procurement. The vendor must host the platform, with no preference stated between cloud and on-premises hosting, though Azure GCC High is the preferred hosting service provider. All SCDOR data must remain within the United States, and offshore access is prohibited. The vendor is expected to perform all work remotely with no on-site tasks required. AI-based analysis must run locally within the vendor's platform rather than through a third-party AI service. No integration with existing HR or analytics systems at SCDOR is required. Offerors must hold their offers open for a minimum of thirty calendar days after the opening date.
