Amendment 2 to Banking Services Contract for Central Carolina Technical College
Amendment 2 is a procurement modification document related to the Banking Services solicitation (5400028753) issued by South Carolina's State Fiscal Accountability Authority (SFAA), Division of Procurement Services, on behalf of Central Carolina Technical College (CCTC). The amendment addresses comprehensive banking services for the college, which serves approximately 3,000 credit and 2,200 non-credit students annually across four campus locations in Sumter, Manning, Camden, and Bishopville. The requested services include deposit management for tuition and fees, grant processing, credit card and electronic check processing, student refunds, payroll transactions, account maintenance, ACH services, wire transfers, account reconciliation, and remote deposit capabilities. The original proposal deadline was set for November 5, 2025, at 11:00 AM (ET), with an anticipated contract effective date of January 27, 2026. The contract structure consists of an initial one-year term with four optional one-year renewals, providing a maximum contract period of five years.
The banking services are to be provided at no specified monthly or annual fees, as reflected in the cost proposal structure. The college maintains an average ledger balance of $11,586,596, indicating substantial financial activity requiring robust transactional capacity. The solicitation seeks FDIC-insured financial institutions preferably located within ten miles of the college's campuses. No incumbent vendor was identified in the original procurement materials, and no specific set-aside designations or disadvantaged enterprise requirements were explicitly stated. Potential respondents must demonstrate capability to manage significant monthly financial volumes, particularly during peak periods such as registration and student refund cycles, and possess integration capabilities to support complex financial operations across multiple campus locations.

III. SCOPE OF WORK/SPECIFICATIONS
Answers to Bidders Questions:
1. Branch Proximity
a. Does the 10-mile preference apply strictly to full-service branches, or may we rely on ATM/cash vault networks, remote-deposit capture sites, or affiliated branch networks to satisfy it?
State’s Response: This is referred to full-service branches.
b. Are there any minimum branch hours (weekday and/or weekend) required for on-campus or nearby locations?
State’s Response: There are no minimum branch hours. Normal banking hours are acceptable.
2. Remote Deposit Capture
a. Please confirm average and peak monthly volumes (item count and file size) for remote-deposit capture.
State’s Response: The college has not been using this process long so the volume will not be large. The current average is $129,508.97 monthly.
b. What percentage uplifts during high-activity periods (Aug/Sep, Jan/Feb, May/Jun) should we assume for sizing?
State’s Response: The percentage is low since we have not used the process long.
3. Collateral & Security
a. Do you have a preferred form of collateral (e.g., Letter of Credit vs. pledged securities) or specific rating requirements for the custodian?
State’s Response: The college collateral is through the SC Local Government Investment Pool through the State Treasurer’s office.
b. Are there minimum SLA or uptime requirements (e.g., 99.9% availability) for online reporting, positive-pay, or fraud-filtering platforms?
State’s Response: The minimum is 99.9%.
4. Electronic Data Interchange
a. Which file formats (e.g., NACHA ACH, ISO 20022 XML) and transmission protocols do you require for remittance information?
State’s Response: NACHA is the preferred file format.
5. Systems Integration
a. Will your ERP/SIS (Banner or other) require real-time API integration or scheduled file-drops for transaction and reconciliation data?
State’s Response: The college is transitioning to SaaS product with Ellucian which will require API integration.
b. If so, please specify the system name and version.
State’s Response: Ellucian Banner SaaS
6. Temporary Line of Credit What is the expected credit range and draw frequency for the on-demand line of credit?
State’s Response: The college does not draw from the on-demand line of credit.
7. ACH & Wire Services
a. What cutoff times do you require for same-day ACH and wire transfers?
State’s Response: 12:00 pm is the cutoff time for same day transactions.
b. Are intraday sweep capabilities to and from the payroll account required?
State’s Response: Yes
8. Administrative Cost Schedule (ACS) Is there a preferred Excel template for the ACS, or should bidders develop their own schedule?
State’s Response: It is preferred for the bidder to use the Excel template.
9. Evaluation Criteria Under Evaluation Factor 1 (“Ability to provide comprehensive services”), can you share how sub-elements (e.g., fraud protection vs. online reporting) will be weighted?
State’s Response: Sub-elements will not be weighted.
10. RDC: How many locations need an RDC scanner, all or just the Main Campus in Sumter?
State’s Response: Main Campus in Sumter, meaning one location.
11. ERP: What system do you use?
