About this file
This is Amendment #2 to an Invitation for Bid issued by the South Carolina Department of Natural Resources for the provision and installation of approximately 6,500 linear feet of high-tensile woven wire fence at Ramsey Grove State Park in Georgetown, South Carolina. The project scope includes installation of Stay-Tuff ST-880 fencing with CCA #40 treated pine posts, Gripple Plus connectors, and seven gates (five 24-foot wide tractor gates and two 10-foot wide access gates). A pre-bid conference is scheduled for October 8, 2025, at 11:30 am EST at the project site located at 1012 Ramsey Grove Road, Georgetown, SC 29440. Sealed bids must be submitted by October 29, 2025, at 10:00 am EST to the SC Department of Natural Resources Procurement Services office. Questions from offerors must be received by October 9, 2025, at 12:00 pm EST. Award will be posted on October 29, 2025, with project completion required by April 1, 2026. Offerors must hold their bids open for a minimum of ninety calendar days after the opening date.
Amendment #2 clarifies technical specifications based on questions received during the solicitation period. The fence wire model is specified as black, with galvanized T-posts that must also be coated or painted black to match the fence color, while wood posts do not require black coating. The amendment confirms that fence installation must comply with the scope of work as previously amended, with braces required every 330 feet as specified and posts meeting minimum below-grade and maximum above-grade height requirements. The solicitation requires comprehensive insurance coverage including Commercial General Liability, Auto Liability, and Worker's Compensation. Bids are submitted online through the SCEIS portal, by FedEx, UPS, USPS, or in-person delivery; email and fax submissions are not accepted. The contract will be awarded to the lowest responsible and responsive bidder based on unit pricing, with the award issued to a single and distinct legal entity that must register as a South Carolina vendor.

Questions and Answers:
1 - It states that the fence is Galv Black, so I assume the finished product is Black along with the T Post and brace wire or is the final product all Galvanized?
Answer : The model representation in the specs for the fence wire itself is black. The t posts must be galvanized and also coated or painted black to match the fence color. Wood posts do not have to be black.
2 It is not necessary to build a brace every 330' unless the grade change calls for it. This project has continuous rolls everywhere and it would better to have more wood post than metal for a more long-lasting fence.
Answer : The fence must be installed per the scope of work and any amendments
3 Also I think it would work better to have all the fence being installed where the fields will be flooded to be 12' wood post.
Answer : The minimum below grade is specified as well as the above grade height in previous amendments. Posts can be whatever height as long as they meet the minimum below grade and maximum above grade specs.
All other terms and conditions remain unchanged
