About this file
This document is Amendment #1 to an Invitation for Bid issued by the South Carolina Department of Natural Resources (SCDNR) for a fence installation project at Ramsey Grove State Park. The solicitation seeks a contractor to provide and install approximately 7,500 linear feet of fencing, with options for additional footage. The pre-bid conference is scheduled for October 8, 2025, at 11:30 AM EST at the project site, and sealed bids are due by October 29, 2025, at 10:00 AM EST. The award will be posted on the same date, and the contract requires a minimum 90-day offer hold period. The project involves installing high-tensile woven wire fence with specific technical requirements, including 8'3" finished post heights and various bracing and connection methods.
The amendment includes detailed questions and answers addressing technical specifications, installation techniques, and payment terms. Bidders are required to price the project per linear foot, with a minimum of 500 linear feet to be installed and approved before invoicing. The solicitation allows for alternative fencing methods in specific areas near water, and permits the use of crimps instead of gripples and termination knots in place of T-gripples. Payment will be structured based on project completion, with flexibility for phased installation due to potential flooding conditions. The contract aims to be completed by April 1, 2026, and requires comprehensive insurance coverage and compliance with state procurement regulations.

Questions and Answers:
1. Can there be more than one lump sum payment at 100% completion of the work? Something such as monthly progress payments or payments when completion of a phase?
Answer : Yes, see the revised Solicitation Bid schedule (posted in sceis). We have amended it to ask for a price per Linear Foot (LFT). All costs material, labor, profit etc must be included in the cost per Linear Foot. There will be (2) line items the cost per LFT for 7100 LFT and a second line for 400LFT in case additional footage is needed. A minimum of 500 LFT must be installed and approved by SCDNR before submitting an invoice.
2. If we start after the property floods on part of the project we could miss the deadline. If we install all the fence we can outside of the flooded area and complete the rest once it dries out can we break the billing up into two different phases?
Answer : see answer for question 1
3. Is it necessary to use 14’ long post? I think 12’ would be sufficient.
Answer : Finished height of posts must be 8’ 3” above grade while maintaining the minimum depth requirements below grade stated in the scope of work.
4. Can crimps be used in place of gripples? Crimps are a stronger, cheaper alternative that are easier to install. Gripples have a 30-40% failure rate which would mean that at some point in the future 6-8 wires would fail.
Answer: Crimps can be used as opposed to Gripples.
5. Can termination knots be used instead of T gripples? Termination knots are used at the end of a fence section and require nothing but the wire itself vs having to use the T gripples which also have a 30-40% failure rate.
Answer: Termination knots are acceptable as long as it maintains at least 3 points of contact with the wire.
6. For the bracing at the ends and corners, instead of a double H, can an angled brace be used with an H instead?
Answer:-Angled braces may be used as long as it maintains tension to manufacturer’s specs on the fence.
7. For the slight turns in the fence, can a deadman/breast block be used on turn posts instead of double H braces? There were a lot of curves in that fence line that would require multiple deadman/breast block braces.
Answer:--deadman/breast block braces may be used in slight turns as long as fence tension meets manufacturer’s specs.
8. At the spot where we started walking, where the fence is closest to the pump house, can we install a short section of board fence that's 8' tall between the gate and the waterway?
Answer:- Alternatives only at these short sections next to the water will be considered. The fence at these sections does not necessarily have to be tensioned. As long as these sections exclude deer to the height of 8’. Options could include: non-tensioned woven wire, chain link, wood, etc. Must be approved by SCDNR on-site prior to installation.
9. For all the post height specs, it's only saying 36-42" in depth no matter what the post height is, can we confirm that the finished height of the posts be 8'3" tall? This allows for getting the 14' posts to 69" deep, and the 12' posts to 45" deep while also giving enough room for the staples to have enough post to latch onto when wire is stapled up.
Answer:--Finished height of posts must be 8’ 3” above grade while maintaining the minimum depth requirements below grade as stated in the scope of work.
10. For payment, since there is a section that won't be able to be completed until March, can payment be made in installments after work is completed?
Answer:-- see answer to question 1
11. For payment again, can an initial deposit payment be made to cover the materials as well?
Answer:- see answer to question 1
All other terms and conditions remain unchanged
