About this file
This is Amendment 2 to an Invitation for Bid issued by the South Carolina Forestry Commission for fireline mastication services on the Sumter National Forest in the Long Cane area. The project involves removal of downed woody debris greater than 4 inches in diameter from approximately 9.4 miles of dozer lines impacted by Hurricane Helene, with work to be completed through skidding, sawing, grinding, mulching, or masticating, with chips spread to a maximum depth of 3 inches or removed from the site. The estimated project start date is December 20, 2025, with a completion deadline of March 15, 2026. Sealed offers must be submitted by December 17, 2025, at 14:00:00 to either the mailing or physical address at SC Forestry Commission, 5500 Broad River Road, Columbia, SC 29212, or online at http://www.procurement.sc.gov. Questions from offerors must be received by December 10, 2025, at 14:00:00. Site visits can be scheduled by appointment, and a mandatory pre-work conference is required before project initiation. Award notification is scheduled for December 19, 2025, and will be posted on the procurement website.
The contract has a maximum budget of $100,000, with pricing to be submitted on a unit price basis; any bid exceeding this maximum will be rejected as non-responsive. Bidders must provide a performance bond of $15,000 and maintain Commercial General Liability Insurance of at least $1,000,000. Contractors must possess a South Carolina vendor number and comply with all state procurement regulations, including debarment certifications, drug-free workplace requirements, and ethics certifications. Amendment 2 removes Section IIA regarding tax credits for subcontracting with disadvantaged small businesses and Section IV regarding minority participation certifications. Environmental protection requirements include a 50-foot buffer around Red-Cockaded Woodpecker cavity trees and seasonal cutting restrictions with maternity roost buffers for bat species protection. Offerors must acknowledge receipt of this amendment through one of four specified methods: signing and returning the amendment, identifying the amendment number and date on Page Two, submitting a letter, or indicating amendment receipt in their bid submission.
