About this file
This is Amendment 2 to a Request for Quote solicitation issued by the South Carolina Department of Motor Vehicles (SCDMV) for the procurement of a used dry box trailer. The original solicitation was amended on December 7, 2022, to clarify specifications and requirements for potential vendors. The amendment addresses key questions regarding vendor responsibilities for transportation, trailer height specifications, title transfer procedures, DOT inspection requirements, and payment timelines. Offers were due by December 22, 2022, at 11:00 AM, with questions from offerors required by December 2, 2022, at 11:00 AM. Award was anticipated to be posted on December 30, 2022. The solicitation required one online submission through the South Carolina procurement website, with no pre-bid conference or site visit scheduled.
The amendment clarifies that vendors are responsible for arranging transportation of the trailer to its final destination, the trailer does not have a specific 13-foot 6-inch height requirement, and SC State Fleet will handle title transfer once awarded. DOT inspection is required only if the current inspection expires within 90 days of purchase. Payment terms follow standard state procedures as outlined in Section VII of the terms and conditions. The point of contact for accepting and inspecting the trailer upon delivery will be identified on the purchase order. No pricing information, set-asides, or funding amounts are specified in this amendment document.

PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences. IF YOU REQUEST A PREFERENCE, YOU ARE CERTIFYING THAT YOUR OFFER QUALIFIES FOR THE PREFERENCE YOU'VE CLAIMED. IMPROPERLY REQUESTING A PREFERENCE CAN HAVE SERIOUS CONSEQUENCES. [11-35-1524(E)(4)&(6)]
PREFERENCES - ADDRESS AND PHONE OF IN-STATE OFFICE: Please provide the address and phone number for your in-state office in the space provided below. Accordingly, you must provide this information to qualify for the preference. An in-state office is not required, but can be beneficial, if you are claiming the Resident Subcontractor Preference (11-35-1524(D)).
