Woody Vegetation Removal Contract Amendment
This is Amendment #2 to an Invitation for Bid issued by the SC Department of Natural Resources for woody vegetation removal services in Newberry and Union Counties, South Carolina. The solicitation requests removal of woody vegetation, with clarifications provided regarding non-native species removal and stump handling requirements. Specifically, Chinese privet and other non-native species greater than 5 inches in diameter at breast height (DBH) should be removed, and all stumps must be cut to less than 6 inches above ground level to facilitate follow-up treatments. Sealed bids must be submitted by October 10, 2023, at 10:00 a.m. EST to the SC Department of Natural Resources, 1000 Assembly Street, Room 142, Columbia, SC 29201, either by mail or through the SCEIS portal system. Questions from offerors must be received by September 28, 2023, at 12:00 noon via email to BowmanA@dnr.sc.gov. Award will be posted on October 10, 2023, on the South Carolina procurement website at http://www.procurement.sc.gov. The procurement officer is Andy Bowman, CPPB, and one hard copy of the signed solicitation form must accompany each bid submission.
Offerors are required to hold their bids open for a minimum of ninety calendar days after the opening date. Bidders must register for a South Carolina vendor number at www.procurement.sc.gov and identify their entity type (sole proprietorship, partnership, corporate entity, government entity, or other). No specific pricing terms, set-asides, or funding amounts are detailed in this amendment document. All other terms and conditions from the original solicitation remain unchanged, and this amendment clarifies requirements that were subject to bidder questions regarding vegetation removal specifications and stump treatment standards.

Questions and Answers:
1. Clarify there is nothing that specifies greater than 5 DBH for non-native species? Are these also to be removed?
Answer: Non-natives greater than 5" DBH will be few and far between in these stands, but I suppose you could run into some privet. Might want to just specify that Chinese privet should be removed even if it is larger than 5"
2. What needs to be done with stumps? (mulch flush to the ground or dig up) Answer: The stumps should be less than 6 inches above ground level. Nothing fancy or pretty, just low enough to allow for follow up treatments.
All other terms and conditions remain unchanged
