About this file
This is Amendment #1 to an Invitation for Bid issued by the SC Department of Natural Resources for woody vegetation removal services in Newberry and Union Counties. The project involves understory and midstory woody vegetation removal using preferred methods such as feller-bunchers, skidders with mulching heads, and wheel loaders with grapple buckets. The State is not requesting chipped material as output. Sealed bids were due by October 10, 2023, at 10:00 AM EST, with questions required to be submitted by September 28, 2023, at 12:00 Noon to Procurement Officer Andy Bowman. Award was scheduled to be posted on October 10, 2023, on the South Carolina procurement website. Offerors were required to hold their bids open for a minimum of 90 calendar days following the opening date. One hard copy bid submission or online submission through the SCEIS portal system was required; email and faxed responses were not accepted.
The amendment addresses site access challenges, clarifying that the bridge over Padgetts Creek at Delta Road South is out of service. Access to fields on the south side of Padgetts Creek is available via Highway 72/121, with equipment best unloaded where the highway meets Delta Road. Fields on the north side of Padgetts Creek are accessible via Delta Road off Highway 176, with equipment best unloaded by the railroad track off Delta Road. No pricing information, set-asides, incumbent contractor details, or contract term specifications are provided in this amendment document. Offerors must submit a signed copy of the solicitation form agreeing to be bound by all terms and conditions, and must obtain a South Carolina Vendor Number prior to submission.

Questions and Answers:
1. What is the preferred method for the understory/midstory woody vegetation removal? (skid steer with mulching blade, etc.)
Answer: The preferred and likely most efficient method of removal would be with a feller-buncher. Grabbing big clumps of the young trees, cutting, and stacking them like that. You could also use a skidder with a mulching head to sever the stems at the base and then using a wheel loader with a grapple bucket to stack the stems. We are not looking for a bunch of chips out there.
2. Unfortunately, Delta Rd was closed off as the bridge was out. I noticed that Padgetts Creek runs through several of the stands at Delta South, I did not get a chance to see all the creek areas, is this passable with equipment? Or is there some type of bridge to get to those stands?
Answer: Yes, the bridge is out over Padgetts Creek. You can get to the fields on the south side of the creek via the HWY 72/121 side of Delta Rd (Best to unload where the highway meets Delta Rd). To get to fields on the north side of Padgetts creek you will need to get to Delta Rd off of HWY 176 (Best to unload by railroad track off Delta Rd).
All other terms and conditions remain unchanged
