About this file

This is Amendment #2 to a Request for Quotes issued by the SC Department of Natural Resources for clearing and rehabilitating logging decks in Newberry County. The project encompasses 17 separate sites requiring removal of stumps, trees, and debris. Offers must be submitted in sealed packages by October 3, 2023, at 10:00 AM EST to the SC Department of Natural Resources at 1000 Assembly Street, Room 142, Columbia, SC 29201, either by mail or through the SCEIS portal system. Questions from offerors must be received by September 26, 2023, at 12:00 Noon and should be directed to Procurement Officer Andy Bowman at BowmanA@dnr.sc.gov or 803-734-3933. One hard copy of the signed solicitation form must accompany each offer. Award will be posted on October 3, 2023, with results available at http://www.procurement.sc.gov. Offerors must hold their offers open for a minimum of 90 calendar days after the opening date.

Amendment #2 specifically addresses equipment specifications for the project, clarifying that while large excavators were initially specified, the equipment size can be reduced provided that any equipment used is capable of removing all stumps, trees, and debris in a timely manner and in accordance with the Statement of Work specifications. This modification was made in response to offeror concerns regarding the feasibility and cost efficiency of transporting oversized excavators to 17 separate sites, which would require numerous oversized and overweight permits. The procurement is open to offerors of various entity types including sole proprietorships, partnerships, corporate entities, and government entities, all of which must register for a South Carolina vendor number.

Questions and Answers:

1. The following are requested for approved machines to be used to clear the logging decks. We have options to provide the following machines lesser and greater. Due to the size of horsepower the excavator will be a very large machine for the projects. This project will have a total of 17 sites. This will require 17 separate oversized and overweight permits that may take days to complete. I do think the projects will need an 18-20 ton machine to be able to manage the projects. Can the excavator size be reduced for efficiency and mobility?

Answer: Yes, the excavator size can be reduced, provided that any equipment used is capable of removing all stumps, trees, and debris in a timely manner and to the specifications contained in the Statement of Work.
