About this file

This document is an amendment to a solicitation for a construction contract to repair chiller risers at the Federico Degetau Federal Office Building and U.S. Courthouse in Hato Rey, Puerto Rico. The amendment provides responses to contractor questions, with no changes to the proposal due date of May 6, 2022. The General Services Administration is the contracting agency. Questions covered piping and insulation specifications, demolition requirements, temporary facilities, and clarified that as-built drawings are not available. The responses indicate access to mechanical shafts will require demolition on the fourth, fifth and seventh floors, and confirm a staging area and electrical panel capacity for temporary equipment.

1.23. Q: All specification-Specification covers: Condensate Drain Piping and Refrigerant suction and hot gas insulation. Provide specification covers chilled water insulation.

A: See specification 230719 FL - HVAC Piping Insulation.

1.24. Q: AHU-FOW-B3-Pipes Lines interfere for the demolition work. Provide alternate route and instructions for these pipes.

A: Contractor shall consider the necessary means and methods to work around existing conditions.

1.25. Q: Section 017410, page 6, 3.3 requires that “all occupied spaces of the building must undergo Air Quality Testing”. There are no occupied areas at certain levels, or only a very reduced area is occupied far away from the chase and isolated by a wall and door. Please advise if the Air Quality Testing shall also be made at these levels.

A: Please refer to Page 017410-7 Section 3.3-1-(b)-2 where sampling points are further defined.

1.26. Q: In drawing E-1, the fourth-floor fire alarm plan indicates that 15cd strobe and speaker/strobe must be installed for the temporary enclosure area. No fire alarm specs are included with the bid documents. Will the building fire alarm contractor have to submit these items with a new Riser Diagram and Circuit Calculations?"

A: Required specifications information for the Fire Alarm Scope is shown on Dwg. E-2, under Fire Alarm Equipment Legend/Notes and Fire Alarm Special Notes. Fire Alarm Contractor has to submit circuit calculations for the new required devices, with the corresponding wiring diagram, for connection to the existing fire alarm panelboard, which location shall be confirmed prior to bid.

1.27. Q: Will temporary enclosure areas in the basement and fourth floor require lighting fixtures?

A: Please refer to note in Drawing where it states: "... GC shall submit plan for work area in detail, including electrical needs, lighting and power…" This note applies for all work areas and it shall be interpreted that GC shall provide equipment and installation for temporary power and lighting as required.

1.28. Q: According to the SOW, there is demolition work in certain areas, such as the 4th, 5th and 7th floors, to be able to access the pipe through the "chase", see example of detail 1/A-1.2 of page A-1.2 of the set of plans. But not so for floors 1, 2, 3, and 6, do you understand that on those floors there is no demolition to be done?

A: The only demolition expected is the one determined on plans.

1.29. Q: By the different floors through which the "chase" crosses, existing condition; Question, is there equipment or furniture in those areas, will these be removed by GSA or by the Offeror?

A: For the basement and the seventh floor the contractor is responsible to reinstall any equipment removed to access the chase or the adjacent areas. The 4th floor provides direct access to the chase, however, it is currently vacant, therefore the removal of furniture would not apply. On the 5th floor an access will be opened for the chase on the side of the hallway, in this case either, it is necessary to remove furniture, since the area is vacant, too. In the remaining floors one, two, three, and six there is no direct access to the chase, thus no furniture or equipment will be moved.

1.30. Q: In the drawings (plans - sheet A-2) a "Pipe Clamp" is illustrated between floors 6 and 5, but sheet A-1.3, does not illustrate how to access the "pipe clamp" or any demolition, how are we going to access the clamp?

A: Contractors' means and methods shall define access to the clamps and anchor locations. The final amount and location of anchors and clamps will be determined by the corresponding delegated design submittals requested in drawings and specs.

1.31. Q: In the E-1 sheet plans, there is a diagram for ""Fire Alarm"" located on the 4th floor, is this "fire alarm"" part of the jobs to be quoted or is it existing?

A: Requirements of the Fourth Floor Fire Alarm Plan, on Dwg. E-1, are not existing. This indicated fire alarm work is new, and shall be included in the contractor's scope.

1.32. Q: According to the SOW, there is demolition work in certain areas, such as the 4th, 5th and 7th floors, but in sheet A-2 Section A/A-2, it illustrates a temporary wall in the "Basement" (drywall), as in the 4th floor, but in the set of plans, there is no reference to that temporary wall, only an illustration in detail 1/A-1.1, in sheet A-1.1, but there is no demolition plan or proposed plan, will this temporary wall carry the same requirements as the other proposed walls?

A: Contractor shall ensure that the temporary walls construction at the Basement and 7th floor complies with IAQ Control Plans and Fire Prevention from Hot works to be performed.

Temporary wall at 4th floor needs to comply with details specified in plans, drawing A-1.2.

1.33. Q: A-2 SECTION A/A-2-Installation piping supports on chase. We need same access for all floors to access chilled water pipes for piping supports installation, otherwise, piping supports job cannot be performed.

A: The only demolition expected is the one determined on plans. Access for installation purposes is expected to be determined by contractor's means and methods through Basement, Fourth and Seventh Floor work areas.

2. The proposal due date remains unchanged.

3. All other terms and conditions of the Solicitation remain unchanged.
