The solicitation seeks a one-year Indefinite Delivery/Indefinite Quantity (IDIQ) contract for housekeeping and custodial services at six residential buildings (25 floors total) containing approximately 90 apartments. Services include apartment turnover cleaning (CLINs 1-3: living areas, kitchens, bathrooms at 6,210 sqm, 90 kitchens, and 90 bathrooms per month respectively); monthly deep carpet cleaning of hallways (CLIN 4: 25 floors); daily lobby and elevator cleaning (CLIN 5: 750 floor-days per month); stairway cleaning three times weekly (CLIN 6: approximately 225 stairway floors); and daily cleaning of trash rooms (CLIN 8: 750 floor-days) and laundry rooms (CLIN 9: 750 floor-days). Additional services include deep carpet shampooing (CLIN 10) and stairway cleaning (CLIN 11) at approximately one occurrence per month each. The contractor must provide all cleaning supplies, equipment, and consumables except government-furnished bedding/linens and washing machines/dryers. Services are priced on unit rates (per sqm, per kitchen, per bathroom, or per floor/occurrence) with monthly invoicing. The minimum order value is $18,625 per task order, and the maximum annual ceiling for additional/temporary services is $295,860. Services must be performed during approved Embassy operating hours (0800-1700 hours) seven days per week, with emergency response required within two hours. Deficiencies must be corrected within 24 hours of COR notification. The contractor must maintain a no more than one customer complaint per month performance standard. All contractor personnel require full security vetting (60 days processing) and Embassy access badges before beginning work; no phased mobilization or interim access is permitted. The contractor is responsible for all security clearance costs and must comply with Defense Base Act insurance requirements (FAR 52.228-3 and 52.228-4) with general liability coverage of $1,000 per occurrence and $5,000 cumulative. Non-U.S. firms must submit pricing and receive payment in Iraqi Dinars (IQD), bearing all exchange rate risk. Value Added Tax is not applicable due to the Embassy's tax exemption. Payment will be processed within 30 days of receipt of proper invoice and COR approval. The contractor must obtain all licenses and permits required by Iraqi law and provide evidence of financial resources and relevant past performance (prioritizing three-year history). The COR is designated as the GSO Housing Assistant.

HOUSE KEEPING AND CUSTODIAL SERVICES

QUESTIONS & ANSWERS

U.S. Embassy Baghdad

QUESTION #1 With reference to Section 1, (1.3 Price, Pricing Schedule CLIN 1, 2 and 3), Pricing buildup is dependent on the number of rooms/apartments checked out and the total area (sqm) requiring monthly cleaning. Kindly advise the expected or estimated number of apartments typically checked out per month. Alternatively, should pricing be based on cleaning all 90 apartments (including kitchens and bathrooms) once per month? This clarification will significantly impact the pricing methodology and the minimum quantities expected for those lines.

ANSWER #1: The pricing should be based on an estimated maximum of 90 apartments requiring cleaning services per month. This represents the typical monthly turnover volume.

Offerors should price CLINs 1, 2, and 3 based on the unit rates (per square meter for CLIN 1, per kitchen for CLIN 2, and per bathroom for CLIN 3) multiplied by the estimated monthly quantities provided in the pricing schedule.

QUESTION #2 With reference to SOW, (Waste Removal), Please confirm whether the contractor is required to provide trash bags for waste bins/cans. If so, kindly provide the estimated number of bins/cans to be serviced to support accurate pricing.

ANSWER #2: Yes, the contractor is required to provide trash bags for all waste bins and cans.

There are approximately 25 trash rooms (one per floor), each room has 4-5 trash bins, requiring daily service, plus individual apartment waste removal during turnover cleaning.

QUESTION #3 With reference to SOW, (Custodial Service), The SOW states: "Clean laundry machines and wipe down the dryers". Please clarify whether this requirement includes internal cleaning of washing machines using cleaning agents/tablets and running machine cleaning cycles, or if it is limited to external surface cleaning only.

ANSWER #3: The requirement is not limited to external surface cleaning only. This includes wiping down the exterior surfaces of washing machines and dryers, cleaning control panels, and removing lint from dryer vents. Internal machine cleaning cycles using specialized cleaning agents are added as a monthly required under this contract.

QUESTION #4 With reference to SOW, are there specified mandatory working hours (daytime

vs. nighttime)? Additionally, should services be performed during official holidays under the same unit prices, or will holidays be handled separately?

ANSWER #4: Services shall be performed during approved Embassy operating hours (8:00 AM

– 5:00 PM), every day during the week throughout the year. Work on official holidays is required unless specifically requested by the COR. Holiday work will be compensated at the same unit prices specified in the contract.

QUESTION #5 With reference to SOW, (1. Deep Cleaning of apartments), Is it permissible for the contractor to use its own laundry facilities (outside BEC) to wash and dry pillows, bed sheets, pillowcases, and other linens, provided that hygiene and quality standards are met?

ANSWER #5: Yes. All laundry services, including washing and drying of bedding, linens, bed sheets, pillowcases, and comforters, must be performed using the off-site laundry facilities managed by the contractor and follow the hygienic and quality standards.

QUESTION #6 With reference to SOW, if actual workload exceeds the estimated quantities stated in the contract, will additional task orders be issued and payments adjusted accordingly, or will the same unit prices apply without modification?

ANSWER #6: No Task orders will be issued to exceed the specified maximum, and the government doesn’t anticipate exceeding the maximum

Section 2, Page 42-43, FAR 52.216-18 (Ordering)

QUESTION #7 With reference to RFQ Document, Section 1, (1.3 Price, Pricing Schedule CLIN 10 and 11), What is the expected monthly volume for Additional/Temporary Services? Is there a defined monthly cap or budget ceiling for these services?

ANSWER #7: The estimated monthly volume for Additional/Temporary Services (CLINs 10 and 11) is approximately one occurrence per month for each CLIN. The maximum annual ceiling for all temporary/additional services is $295,860 per contract year.

QUESTION #8 With reference to SOW, (11. QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)), Under the Quality Assurance Surveillance Plan (QASP), what is the official definition of a "customer complaint"? If a single complaint includes multiple observations/issues, will it be recorded as one complaint or multiple complaints?

ANSWER #8: A "customer complaint" is defined as any documented concern raised by Embassy personnel regarding incomplete work, substandard cleaning, failure to perform required services, or any other deficiency in contract performance. If a single complaint includes multiple related observations concerning the same service instance, it will be recorded as one complaint.

However, if the complaint involves multiple unrelated deficiencies or separate service instances, each may be counted separately at the COR's discretion.

QUESTION #9 Size of storage room and is this room specific for cleaning?

ANSWER #9: Storage space will be provided within the SDA buildings. The exact dimensions and number of rooms will be confirmed post-award coordination. The storage room is dedicated for cleaning supplies, equipment, and contractor materials related to this contract.

QUESTION #10 Will the embassy be giving us a letter to IZ authorities to confirm contract so we can issue IZ badges?

ANSWER #10: Yes. Upon contract award, the Embassy will provide the contractor with an official letter confirming the contract award. This letter may be used to facilitate the contractor's application for International Zone (IZ) access badges or/and to obtain a PMNOC through the appropriate Iraqi authorities. However, the contractor remains fully responsible for completing all required badge application procedures and meeting all Iraqi government requirements. Please note that the embassy will only provide verification of contract, and it will not sponsor any company for this contract.

QUESTION #11 Will the staff be given individual Badges to access the Embassy?

ANSWER #11: Yes. All contractor personnel performing work under this contract will be issued individual Embassy access badges following successful completion of security vetting. There are two types of vetting available:

Full Vetting

• Processing time: 4-6 months

• Upon clearance, the employee receives a badge that allows them to escort other employees into the compound

• One fully vetted employee may escort up to 8 workers outside buildings, 4 workers inside buildings, or 2 workers inside office buildings (though office access is not required under this contract)

Daily-Worker Vetting

• Processing time: 60-90 days

• The employee receives a temporary badge allowing them to work on the premises while escorted by a fully vetted employee

The contractor will coordinate all vetting requirements with the Contracting Officer's Representative (COR).

QUESTION #12 Where can we feed our staff, considering working hours. Would they have a lunch break and how long would they be given?

ANSWER #12: Contractor personnel are permitted a lunch break of one hour during their shift.

The Embassy does not provide dining facilities or meals for contractor personnel. Contractors must make their own arrangements for meals, which may include bringing food on-site or leaving the compound during the lunch break, subject to security procedures and coordination with the COR.

QUESTION #13 Is the contractor required to provide his own washing detergents and are we allowed to use the existing washing machines and dryers?

ANSWER #13: Yes, the contractor is required to provide all washing detergents, fabric softeners, and laundry supplies necessary for washing bedding and linens. The contractor is not authorized to use the existing washing machines and dryers located in the laundry rooms in the SDA buildings.

QUESTION #14 Is the contractor required to provide toilet roll, hand wash soap and does that cover all types of apartments or only in executive and corner flats?

ANSWER #14: Yes. The contractor is required to provide toilet paper, hand soap, or other bathroom amenities for apartments.

QUESTION #15 Does the embassy prefer cleaning products?

ANSWER #15: The Embassy does not mandate specific brands of cleaning products. However, all cleaning products must be environmentally safe, non-toxic, and appropriate for the surfaces being cleaned. Products must not damage Government property or pose health risks to occupants. The contractor shall submit a list of proposed cleaning products to the COR for approval prior to use. Include in your offer plan all type of materials and equipment.

QUESTION #16 What does deep cleaning entail and are there specific products and equipment required/recommended?

ANSWER #16: Deep cleaning entails thorough cleaning beyond routine housekeeping, including carpet shampooing and drying, upholstery steam cleaning, detailed surface cleaning, removal of built-up dirt and grime, and sanitization of all areas. The contractor shall provide all necessary equipment, including carpet shampooers, steam cleaners, and appropriate cleaning agents. Specific products and equipment will be reviewed and approved by the COR.

QUESTION #17 What standard will be implemented to rate cleaning?

ANSWER #17: Cleaning standards will be evaluated based on the performance standards outlined in Section 3 of the Statement of Work, which require all areas to be free of visible dust, dirt, debris, stains, and odors. The COR will conduct regular inspections using a checklist based on these standards. Quality Assurance procedures are detailed in Section 11 of the Statement of Work.

QUESTION #18 Does the client require medical tests for staff?

ANSWER #18: Medical testing requirements for contractor personnel will be determined based on Iraqi labor law and Embassy health and safety requirements. At a minimum, contractor personnel may be required to provide evidence of fitness for duty. Specific requirements will be communicated during the post-award transition period.

QUESTION #19 Will the embassy be helping contractors to obtain PMNOC for materials and equipment and how frequently. Can we request such approvals?

ANSWER #19: The Embassy will assist with coordination for contractor equipment and materials entering the International Zone. The contractor is responsible for completing all requirements for the PMNOC to include both U.S and Iraqi government requirements. Requests should be submitted through the COR with adequate advance notice (minimum 5 Business days).

The frequency of approvals will depend on operational needs, but routine resupply requests will be accommodated on a regular basis.

QUESTION #20 Can we request bin sizes both in apartment and main trash room?

ANSWER #20: Apartment waste bins vary by unit type but are typically 10-15 liters for bathroom and bedroom bins and 30-40 liters for kitchen bins. Main trash room bins are approximately 240 liters. Exact specifications will be confirmed during post-award transition period.

QUESTION #21 What is the distance between the main trash bins and apartment building?

Would we require a vehicle to move trash to collection point?

ANSWER #21: The distance between apartment buildings and the main trash collection point varies but is generally within 50-100 meters. A vehicle is not required for routine trash removal.

Contractor personnel may use wheeled bins or carts to transport waste to the collection point.

QUESTION #22 Would the embassy grant vehicle access to bring materials in and how frequent can this be granted?

ANSWER #22: Vehicle access for bringing materials and equipment onto the compound will be coordinated through the COR and must comply with Embassy security procedures. Access requests should be submitted at least 5 business days in advance. Routine resupply access will typically be granted weekly or as operationally necessary.

QUESTION #23 How long is the changing process of staff if needed and are we able to add extra staff?

ANSWER #23: Replacement of contractor personnel requires submission of new personnel information to the COR for security vetting, which may take up to 60 days. The contractor may add extra staff by submitting additional personnel for vetting, subject to COR approval and completion of all security requirements. There is no predetermined limit on the number of personnel, provided all are properly vetted and approved.

QUESTION #24 Would the embassy be providing management/supervisor an office/desk?

Would they be allowed to use laptop/phone while on site?

ANSWER #24: The Embassy will provide a designated workspace for the contractor's supervisor/manager, which may include desk space within an administrative area. Use of personal laptops and mobile phones is permitted, subject to Embassy security policies.

Government-issued equipment will not be provided.

QUESTION #25 What is the timeline for cleaning request (24h/48h) prior?

ANSWER #25: For routine apartment cleaning following tenant check-out, the COR will provide notification at least 24 hours in advance whenever possible. For emergency or unscheduled cleaning requests, the contractor must respond within 2 hours as specified in the Statement of Work, Section 3.4.

QUESTION #26 Apartment types and total for each type?

ANSWER #26: The SDA buildings contain a mix of apartment types, including studio, one-bedroom, two-bedroom, and corner units. Specific apartment type distribution and square footage details will be provided during post-award coordination.

QUESTION #27 If the contract is awarded to more than one contractor, how will this be handled? In such cases, do the contractors have the right to decline the award if they determine that the scope is not feasible?

ANSWER #27: The Government intends to award a single IDIQ contract to the lowest priced, technically acceptable, responsible offeror. Multiple awards are not anticipated. If circumstances require consideration of multiple awards, offerors will be notified, and the evaluation methodology will be clearly communicated. Offerors do not have the right to decline an award after submission of their offer unless the solicitation terms are materially changed.

QUESTION #28 Registered Iraqi companies are required to submit their offers in the local currency (Iraqi Dinars)?

ANSWER #28: Yes. As stated in Section 1.2 of the solicitation, any firm that does not meet the definition of a U.S. firm (a corporation incorporated under the laws of a U.S. state) shall submit prices and receive payment in local currency, which is Iraqi Dinars (IQD).

Reference: Section 1, Page 7, Section 1.2 (Offers and Payment in U.S. Dollars); Section 4, Page 56, FAR 52.225-17 (Evaluation of Foreign Currency Offers)

QUESTION #29 Who's the incumbent right now and how many staff do they have for this contract?

Offerors should base their proposals on the requirements specified in the Statement of Work and their own independent assessment of the resources necessary to perform the work.

QUESTION #30 In CLIN 1, you mentioned that the cleaning is 90 apartments per month; does this mean one time cleaning per month or daily cleaning services for each apartment? Also please advise for can be applied for CLINs 2 & 3?

ANSWER #30: CLIN 1 pricing is based on cleaning approximately 90 apartments per month, with each cleaning occurrence covering the living room and bedroom areas (approximately 6,210 square meters total per month). This is not daily cleaning of each apartment; rather, it represents turnover cleaning as apartments become vacant. CLINs 2 and 3 follow the same principle:

approximately 90 kitchens and 90 bathrooms cleaned per month as part of apartment turnovers.

Please keep in mind that the 90 apartments is just an estimation, the actual number each month will vary and fluctuate based on occupant check-in and out rate.

QUESTION #30 The RFQ references fifty (50) stairways, each 4 to 5 floors in height, cleaned three (3) times per week. Are all stairways located within the same six (6) residential buildings, or across multiple buildings within the Embassy compound? If located in different buildings, what is the approximate distance between buildings?

QUESTION #31 Does the Embassy establish any minimum or maximum staffing levels per service type, per shift, per building, or per contract, or is staffing entirely contractor-determined provided all performance standards are met?

ANSWER #31: The Government does not establish minimum or maximum staffing levels.

Staffing is entirely contractor-determined, provided all performance standards and service requirements are met. The contractor is responsible for ensuring adequate personnel are available to perform all required services within the specified timeframes and quality standards.

QUESTION #35 May the laundry facility also be used to wash contractor-owned cleaning rugs used during routine operations?

ANSWER #35: Yes, the laundry facilities may be used to wash contractor-owned cleaning rags and other reusable cleaning materials, provided this does not damage the government owned washing machine. Contractor laundry should be scheduled to avoid conflicts with occupants using these machines.

QUESTION #36 During the anticipated security vetting period of up to sixty (60) days, is phased mobilization or limited performance permitted, or must all contractor personnel be fully cleared before any services begin?

ANSWER #36: All contractor personnel must complete full security vetting (full vetting or daily worker) and receive security clearance before beginning work on Embassy property. Phased mobilization or limited performance with partial clearances is not permitted. The contractor should plan for the full 60–90-day vetting period when developing the transition plan and staffing schedule.

QUESTION #37 In addition to storage space, will the contractor be provided any designated on-site workspace and/or breakroom area for contractor personnel?

ANSWER #37: In addition to storage space, the contractor will be provided with a designated workspace for the supervisor/manager. However, a designated breakroom will not be provided;

ANSWER #38: Contractor personnel may use personal mobile phones for work-related communication, subject to Embassy security policies. The use of personal phones in certain restricted areas may be prohibited. The contractor is not allowed radios for team communication.

Embassy-issued communication devices will not be provided.

QUESTION #39 The RFQ references minimum and/or maximum pricing thresholds. Can the Embassy please clarify whether the stated minimum and/or maximum pricing thresholds apply contract-wide to all CLINs, or whether such thresholds are limited solely to certain CLINs, including temporary, as-needed, or surge service CLINs?

ANSWER #39: The minimum order value of $18,625 and maximum order value of $295,860 apply for the whole CLINS in total.

QUESTION #40 Can the Government provide an estimated average monthly number of apartment turnovers to assist offerors with staffing and pricing assumptions?

ANSWER #40: The estimated average monthly number of apartment turnovers is approximately 90 apartments. This figure represents typical monthly volume but may fluctuate based on personnel rotations and operational needs. Actual monthly volumes will be communicated through task orders issued by the COR.

QUESTION #41 Are turnover cleaning services limited strictly to vacated units, or may cleaning be required for occupied units upon Government request?

ANSWER #41: Turnover cleaning services are primarily for vacated units following tenant check-out. However, deep cleaning or special cleaning services may occasionally be requested for occupied units upon Government request, which would be issued as a separate task order under the IDIQ contract structure. But any issued task order will full under the minimum and maximum limits set in the contract.

ANSWER #42: Custodial services should generally be performed during normal Embassy operating hours (approximately 0800-1700 hours). Flexible scheduling may be coordinated with the COR to accommodate operational needs, provided all daily service requirements are met.

QUESTION #43 Does the Government anticipate surge cleaning requirements during specific periods (e.g., rotation cycles), and how will such surge tasking be communicated?

ANSWER #43: Yes, surge cleaning requirements are anticipated during personnel rotation cycles. The COR will provide advance notice of anticipated surge periods whenever possible.

Surge tasking will be communicated through task orders, and the contractor must be prepared to scale staffing accordingly.

QUESTION #44 Can the Government confirm the average timeline for completion of security vetting and badge issuance for contractor personnel?

ANSWER #44: The average timeline for completion of security vetting and badge issuance is approximately 60 days from submission of complete and accurate personnel information. This timeline may vary depending on the complexity of individual background checks and the volume of applications being processed.

QUESTION #45 Is there an incumbent contractor currently performing these services, and if so, will incumbent staff be available for potential hire by the incoming contractor?

ANSWER #45: Information regarding incumbent contractors is not disclosed in solicitations to ensure fair and open competition. The incoming contractor is responsible for recruiting and hiring its own workforce in accordance with all applicable labor laws and regulations.

QUESTION #46 What is the standard validity period for contractor badges, and are re-investigations anticipated during the contract period?

ANSWER #46: Contractor badges are typically valid for the duration of the contract period, subject to periodic re-verification of security status. Re-investigations may be required if there are changes in an individual's circumstances or if security concerns arise. The COR will notify the contractor of any re-investigation requirements.

QUESTION #48 In the event of staff attrition or badge revocation, what is the expected timeframe for replacing personnel without impacting performance evaluations?

ANSWER #48: In the event of staff attrition or badge revocation, the contractor should immediately notify the COR and submit replacement personnel for vetting. The contractor is expected to maintain adequate staffing levels to meet performance requirements during the vetting period for replacement personnel. Temporary performance impacts due to the vetting process will be considered on a case-by-case basis, but the contractor remains responsible for meeting all service requirements.

QUESTION #49 How frequently does the Government conduct formal inspections for acceptance (daily, weekly, monthly)?

ANSWER #49: The COR will conduct formal inspections on a regular basis, typically weekly, with additional spot inspections as needed. The frequency may be adjusted based on contractor performance. Daily informal monitoring may also occur as Embassy personnel observe services being performed.

QUESTION #50 Can the Government confirm the required timeframe for correcting deficiencies prior to deductions or adverse performance actions?

ANSWER #50: Deficiencies must be corrected within 24 hours of notification by the COR, as specified in Section 3.5 of the Statement of Work. Failure to correct deficiencies within this timeframe may result in payment deductions or other corrective actions as outlined in the Quality Assurance Surveillance Plan.

QUESTION #51 Is there a defined maximum number of allowable complaints per month before corrective action or payment withholding is initiated?

ANSWER #51: The performance standard is that the Government receives no more than one (1) customer complaint per month, as specified in Section 11 of the Statement of Work. Exceeding this standard may result in corrective action, withholding of payment, or contract termination, depending on the severity and frequency of complaints.

Reference: Statement of Work, Page 25-26, Section 11 (Quality Assurance and Surveillance Plan - no more than 1 complaint per month); Page 26, Section 11.2 (Standard)

QUESTION #52 Do the square meter quantities listed in the pricing schedule represent net usable space or gross building area?

ANSWER #52: The square meter quantities listed in the pricing schedule represent net usable space to be cleaned, not gross building area. These are estimates based on typical apartment sizes and common area dimensions. Actual square meters may vary slightly, but pricing should be based on the quantities provided in the solicitation.

QUESTION #53 Will base custodial services be invoiced monthly at a fixed amount, with apartment turnover services invoiced separately as performed?

ANSWER #53: Under the IDIQ structure, services will be ordered through individual task orders. Base custodial services (daily cleaning of lobbies, elevators, stairways, trash rooms, and laundry rooms) may be ordered on a monthly basis at fixed quantities. Apartment turnover services will be ordered separately as needed. Invoicing will reflect the services actually performed under each task order.

QUESTION #56 Is there an approved list of cleaning chemicals and disinfectants, or must products be submitted for Government approval prior to use?

ANSWER #56: There is no pre-approved list of cleaning chemicals and disinfectants. The contractor shall submit a list of proposed cleaning products to the COR for approval prior to use.

QUESTION #58 Does the Government require a specific format for cleaning logs, inspection reports, and incident reports?

ANSWER #58: The Government does not require a specific format for cleaning logs, inspection reports, and incident reports. However, all documentation must be clear, complete, and include the required information specified in the Statement of Work (date, location, services performed, personnel performing the work, and any issues encountered). The COR may provide templates or preferred formats during post-award coordination.

QUESTION #59 Are reports and invoices to be submitted electronically, hard copy, or both?

ANSWER #59: Reports and invoices shall be submitted electronically to the COR. Hard copy submissions are not required unless specifically requested by the COR or Contracting Officer.

QUESTION #60 Will there be a defined transition period with the incumbent contractor, or is full performance expected immediately upon Notice to Proceed?

ANSWER #60: A transition period of up to 10 days is anticipated following issuance of the Notice to Proceed, during which the contractor will mobilize personnel, equipment, and materials. However, full performance is expected to commence no later than 10 days after the Notice to Proceed, unless an earlier start date is agreed upon. There will be no formal transition period with the incumbent contractor.

QUESTION #63 Regarding deep cleaning services, is it acceptable for our team to propose and implement a monthly deep cleaning schedule?

ANSWER #63: Yes, it is acceptable for the contractor to propose and implement a monthly deep cleaning schedule for hallway carpets (CLIN 4) and other recurring services. The schedule must be coordinated with and approved by the COR to ensure it does not conflict with Embassy operations or resident activities.

QUESTION #64 Is there an established cleaning schedule and checklist for each unit, to be signed by both our representative and the end user upon completion of cleaning?

ANSWER #64: The contractor is required to maintain cleaning logs documenting services performed, as specified in the Deliverables section of the Statement of Work. While there is no mandatory format, the logs must be signed by cleaning staff and should include sufficient detail to verify completion of required tasks. A checklist format signed by both the contractor representative and the end user (or COR) upon completion is acceptable and encouraged.

QUESTION #67 In case maintenance or repair works are carried out inside the rooms, are we responsible for cleaning after completion of such works? If yes, will this be considered an additional service?

ANSWER #67: If maintenance or repair work is performed inside apartments and results in additional cleaning requirements beyond normal turnover cleaning, this may be considered an additional service. The COR will assess the situation and, if appropriate, issue a task order for the additional cleaning work. Routine cleaning following minor maintenance is included in the base scope; extensive cleaning following major construction or renovation work may be separately tasked.

QUESTION #68 Will DOS please confirm if a U.S. Citizen is required for any position on this contract? If yes, will base life support be provided?

Base life support is not provided by the Government.

QUESTION #72 PMNOC approval if our company will pay for the contract tax, as the embassy is exempted for the tax.

ANSWER #72: The U.S. Embassy has a tax exemption certificate from the Iraqi government, and Value Added Tax (VAT) is not applicable to this contract. VAT shall not be included in the contract prices or invoices. If the contractor is required to pay taxes to Iraqi authorities related to this contract, the contractor should consult with Iraqi tax authorities regarding any available exemptions or refund procedures.

Note: PMNOC (Prime Minister's National Operations Center) coordination is separate from tax matters. For access coordination to bring materials and equipment into the International Zone, please refer to Answer #19 above.

QUESTION #75 Additional Room Cleaning After Maintenance: Regarding additional room cleaning, which is expected to take no more than two hours, how should situations be handled when maintenance work takes place inside the room and results in more extensive cleaning that may exceed the two-hour duration? Is this acceptable and covered under the service?

ANSWER #75: The 2-hour response time for unscheduled or emergency cleaning requests (Statement of Work, Section 3.4) refers to the time to begin responding to the request, not necessarily to complete the work. If maintenance work results in extensive cleaning requirements that exceed normal scope, the COR will assess the situation and may issue a separate task order for the additional work. The contractor should notify the COR immediately if a cleaning request will require significantly more time or resources than anticipated.

QUESTION #77 Same-Day Service Approval: What is the procedure for confirming and approving the cleaning service on the same day it is completed? Is there a checklist or a designated person responsible for immediate daily inspections who can sign off on the work order?

ANSWER #77: The COR or designated Government representative will conduct inspections to verify completion and quality of services. For routine daily services, inspection may occur during or shortly after performance. For apartment turnover cleaning, inspection will typically occur upon notification of completion and before the apartment is released for occupancy. The contractor should coordinate with the COR to establish inspection procedures during the post-award transition period. A checklist or work order signed by both parties is an acceptable method of documenting completion and acceptance.

QUESTION #88 Please confirm whether staff must be exclusive to this contract or may be shared across other contracts.

ANSWER #88: Contractor personnel may be shared across multiple contracts, provided this does not interfere with the contractor's ability to meet all performance requirements under this contract. Personnel must be available to perform services as required by task orders and must respond to emergency requests within the specified timeframes.

QUESTION #89 Is overtime anticipated, and if so, should it be included in the fixed price?

ANSWER #89: Overtime is not anticipated as a separate line item.
