Amendment 1 to RFB 2026-UWMSN-01227-RFB for Electromagnetic Pump

This document is Amendment 1 to a Request for Bid (RFB) issued by the University of Wisconsin-Madison for the procurement of an electromagnetic pump. The amendment provides clarifications and technical specifications for the pump system, including detailed answers to vendor inquiries submitted during the solicitation period. The pump specifications include a nominal volumetric flow rate of 0.0004 m³/s (0.4 L/s) with a maximum volumetric flow rate of 0.8 L/s and a maximum pressure rise capability of 10 bar. The system must operate continuously at temperatures up to 550°C and include a variable frequency drive (VFD) rated for 3-phase 480 V, 50/60 Hz supply with motor protections and speed control capabilities compatible with either raw analog voltage signals (0-10V or 4-20 mA) or Modbus TCP/IP control interfaces. The public bid opening was rescheduled to 3:00 p.m. Central Time on March 12, 2026, to be held virtually via Microsoft Teams, during which only bidder names and prices will be announced.

The amendment addresses critical technical and commercial questions regarding system design and delivery terms. The total system pressure requirement is 15.28 bar, calculated from hydrostatic pressure (1.141 bar), pressure drop (10 bar), and cover gas pressure of 4.137 bar (60 psig), with hydrostatic pressure calculations based on an assumed temperature of 350°C and a total system height of 1.19 meters. Regarding compliance, OSHA NRTL certification is no longer required, and existing third-party certifications are acceptable. For delivery terms, the University requires Duty Delivered Paid (DDP) for orders fulfilled outside the United States, with vendors required to estimate and account for tariffs in their pricing or invoice the University separately following importation; domestically fulfilled orders with no tariff surcharge should be quoted at $0 for tariff costs. Vendors must submit responses through the ShopUW+ online bidding platform, with all inquiries directed to Thomas English at thomas.english@wisc.edu.

2026-UWMSN-01227-RFB

AMENDMENT 1:

Technical Specifications:

6 Nominal Volumetric Flow Rate: ≤ 0.0004 m³/s (≈ 0.4 L/s)

9 Maximum Pressure Rise Capability: ≤ 10 bar

Clarifying information:

Q1. Should we include a frequency converter?

A1. Yes, we will need a frequency converter. Typically, we have used a VFD in my experience.

Variable frequency drive (VFD)

• The pump shall be supplied with a compatible variable frequency drive suitable for continuous speed control of the proposed motor.

The VFD shall:

• Be rated for the full-load current and power of the supplied motor, with an appropriate margin.

• Be suitable for 3-phase 480 V, 50/60 Hz supply

• Include standard motor protections (overcurrent, overtemperature, phase loss, short circuit).

• Supply capability for basic speed control. Controlled using an analog voltage signal in an NI environment (Ideally LabView compatibility)

• Be capable of continuous operation at reduced speed.

Q2. Which control interface is preferred? Modbus TCP/IP?

A2. The supplier should consider both raw analog voltage (0-10V or 4–20 mA) or Modbus TCP/IP. If they have a preferred implementation method, a short justification and details on installation shall be included.

Q3. Compliancy certiications (OSHA NRTL certiication)

A3. OSHA NRTL certification is no longer a requirement. We can use a third-party certification if needed. The existing compliance should be enough.

Q4. Operating Temperature (Maximum):

A4. Maximum temperature is 550°C.

Q5. #7 - Maximum Volumetric Flow Rate:

A5. Maximum rate is 0.8 L/s.

Q6. - Maximum Pressure Rise Capability:

A6. This is our estimated pressure drop at maximum flow rate

Q7. What is the required pressure rating of the duct or what is the pressure rating of the piping system? Put another way, at rated temperature, what pressure will the duct need to withstand (not just the pressure rise generated by the pump)? For example, if there's an argon covergas pressure of 100 [PSIG] added to the system during operation, and several feet of PbLi in the piping, then the pump will need to withstand covergas pressure + hydrostatic pressure + pressure output.

A7. Assumed Temp = 350 °C and total height for hydrostatic pressure equal to

1.19 meters. I used the screenshot of SolidWorks to get an idea of height and then added .19 meters for the expansion tank.

• P_hydrostatic_bar=1.141 [bar]

• P_pressure_drop=10 [bar]

• P_covergas= 4.137 [bar] (60 psig)

• P_total=15.28 [bar]

Q8. Due to the current uncertainty surrounding US import taxes, we can only deliver FOB or DAP. We understand from your specification that import/export costs are excluded. This contradicts the desired delivery terms DDP. We would appreciate clarification.

A8. For orders being fulfilled from outside the US we are requiring orders delivered duty paid, and we are asking the vendor to estimate tariffs in p1.3 (see screenshot below) and they may invoice UW separately after importation. If the order is being fulfilled from outside of the US and the vendor is absorbing the tariffs/they are included in the price of the pump, then the vendor should answer $0 in p1.3.

If the order is being fulfilled domestically and there is NO tariff surcharge or it is included in the price of the pump then the vendor should answer $0 in p1.3.

Date change:

The public bid opening will be held virtually on 3:00 pm CT March 12TH, 2026.

During the session, only the names and prices of the bidders will be announced.

Please note that the reading of names does not constitute an award decision. No questions will be entertained during the opening.
