About this file

This Amendment No. 1 modifies the Request for Proposal (RFP) #S-10700-00015324 for the Oregon Department of Human Services, adjusting critical timeline dates for a janitorial services procurement. The amendment revises the RFP opening date from February 9, 2026, to February 26, 2026, at 2:00 PM PST. The schedule of events has been updated accordingly: questions and clarification requests are now due February 13, 2026, at 3:00 PM (previously January 19, 2026); answers to questions will be issued approximately February 16, 2026 (previously January 22, 2026); the RFP protest period ends seven calendar days prior to the RFP opening; and the Notice of Intent to Award is anticipated approximately March 18, 2026 (previously February 27, 2026), with the award protest period ending seven calendar days after the Notice of Intent to Award. The amendment clarifies that proposers who submitted proposals prior to the release of Amendment No. 1 are not required to resubmit new proposals.

The janitorial services contract is for the ODHS office located at 175 N. Nehalem Street in Clatskanie, Oregon, covering approximately 3,690 square feet with twice-weekly services on Tuesdays and Thursdays between 6:00 p.m. and 6:00 a.m. Services include daily cleaning of hard surfaces, carpeted areas, restrooms, and common areas; monthly restroom wall washing; quarterly floor scrubbing and vent cleaning; and annual floor waxing and light fixture cleaning. The contract term is two years with potential extensions through August 31, 2031, with services commencing January 1, 2026. Bidders must have a minimum of five years of janitorial services experience and maintain Commercial General Liability Insurance of at least $1,000,000 per occurrence, Workers' Compensation Insurance, and Automobile Liability Insurance of $100,000. The state applies a 5% Oregon Supplies and Services preference for bids proposing services performed entirely within Oregon. Compensation is structured as a monthly fee with additional hourly rates for emergency and supplemental services.
