About this file
This document is Request for Proposal (RFP) Addendum 1 for the Southwest Tiller Fuel Break Good Neighbor Authority (GNA) Project, involving the Oregon Department of Forestry (ODF) and the U.S. Forest Service. The project focuses on data collection, analysis, and documentation services to comply with the National Environmental Policy Act (NEPA) and other federal laws for the Tiller Ranger District on the Umpqua National Forest. The addendum extends the contract expiration date from June 15, 2026, to September 15, 2026, and shifts all deliverable dates by 3 months. The selected contractor will prepare an Environmental Assessment and Finding of No Significant Impact (FONSI), with various required reports including silviculture, fire and fuels, wildlife, botany, hydrology, fisheries, soils, recreation, visuals, and economic reports.
The addendum includes a comprehensive price proposal form with 16 line items, each representing different report deliverables and meeting participation. While specific dollar amounts are not filled in, the pricing structure allows for unit pricing across tasks such as pre-work meetings, progress review meetings, and various specialized reports. The protest period for this addendum is set for October 28, 2025, and the contract attachments include a Sample Contract and Price Proposal Form. The project will require extensive collaboration with the Umpqua National Forest, involving multiple technical reports and environmental assessments to support forest management and environmental compliance objectives.
