About this file

This amendment to an Invitation to Bid (ITB) modifies requirements for San Bernardino County Department of Fleet Management's procurement of fuel accessories under ITB No. VHS127-FL000-6562. The scope comprises 20 line items of fuel delivery system accessories including diesel nozzles, hose assemblies, breakaway couplers, fuel registers, meters, and repair kits from manufacturers such as Husky, VST, Healy, Fill-Rite, Veeder Root, Alemite, and Dixon, with no OPW brand products permitted and no substitutions allowed where brand names are specified. The amendment modifies the proposal timeline, establishing the deadline for submission of questions as Tuesday, October 20, 2026 at 12:00 p.m. and the deadline for proposals as Tuesday, November 3, 2026 at 3:00 p.m., with a tentative contract award date in November 2026. The contract term runs three years from November 1, 2026 through October 31, 2029, with options to extend for two additional one-year terms through October 31, 2031. Delivery is required FOB County destination within 24-48 hours of purchase order receipt, with exceptions permitted only for items on backorder.

The amendment incorporates a Questions and Answers attachment addressing bidder inquiries regarding part number clarifications, product discontinuations, acceptable replacements, delivery requirements, and pricing flexibility. Pricing is not required to remain fixed for the full three-year term; bidders may submit separate pricing for Years 2 and 3 as outlined in Section I.3.B.2 of the original ITB. Orders are anticipated monthly with quantities varying based on departmental operational needs. A 5% local-vendor preference applies to businesses with a principal place of business within San Bernardino County, with qualifying local vendors permitted to match the lowest non-local bid price. The estimated annual spend is approximately $32,000, with payment terms of Net 30 days minimum. Bids must be submitted electronically through San Bernardino County ePro or in sealed paper form to the County Purchasing Department at 777 East Rialto Avenue, with pricing to exclude California sales/use tax and Federal excise tax.
