About this file
This document is Amendment 1 to Request for Proposal (RFP) #212 issued by the Office of Drug Policy (ODP) in the state of Idaho for ODP Marketing and Media Services. The RFP has a closing date of 5:00 p.m. Mountain time on March 14, 2024. The amendment provides answers to questions submitted by vendors, including clarification on the use of digital signatures, cost proposal requirements, and the roles of project leads and subcontractors. It also confirms that the state will not charge an administrative fee for this contract, and provides details on the anticipated annual budget and campaign scope for the "Be the Parents" campaign.
The RFP seeks a contractor to provide a range of marketing and media services, including website maintenance, campaign development, and training. The incumbent contractor is 116 & West. The target audience for the campaigns is generally parents/caregivers aged 22-65 with children aged 4-17, though the geographic approach may vary between statewide and regional. Pricing for the contract will be based on the fully burdened hourly rates provided in the cost proposal, with no markup allowed on other production costs.

Because the proposal must be submitted as a Word document, will ODP accept a digital signature on the cover form? If not, can the cover form be submitted as a PDF or a JPEG?
It is the state’s preference that all files be in word. Files submitted in work or PDF will be accepted. Any files submitted in a format not readable by the state shall not be accepted and may result in the proposal being found non-responsive.

Attachment 5
30
Table A in the cost proposal lists general categories of service. So that you can compare contractor's costs, can the State clarify if it is seeking one blended rate for junior, mid-level and senior staff for each category of service?
Yes, the state is seeking one rate for each category (line item) in Table A.
3
Attachment 5
30
The cost proposal states that "your cost per hour ... will be used in the performance of the contract." Does the state intend to award a Time & Materials or a Fixed fee contract?
The rates provided in Table A and B will be the billable rates in the resulting contract.
4
Attachment 5
31
The cost proposal states that "Other Production Costs shall be reimbursed at Contractor’s direct cost." Can you confirm that the State will not allow a markup on other production costs, but a contractor can charge hourly rates for administrative services related to acquiring and purchasing other production costs?
The rates provided in Table A and B will be the billable rates in the resulting contract.
5
5.7
11
Of the RFP’s estimated annual budget of $100,000 for this contract, what percentage, if any, is expected to be spent on paid media placements?
Approximately 15%. However, ODP does not guarantee or imply any minimum or maximum amounts.
6
7.5
14
Section 7.5 on page 14 instructs contractors to refer to Section 5.5 for details on references. Can ODP confirm what contact details they would like for each reference?
All that is required is contact information for at least three reference; including but not limited too Company Name, Contact Name, phone number, email address. This is not evaluated but will be used as described in section 5.5.
7
8.1
15
The contract calls for a Project Lead. Does ODP envision that the Project Lead will serve as a project manager who will be the day-to-day contact, or as a project director who will provide high-level oversight?
Either a Project Lead or Project Director would meet the terms.
8
8.3
15
In our experience working with other states, media implementation agencies are considered vendors, not subcontractors. Please confirm if this applies to this contract.
The awarded Contractors vendor shall be considered a subcontractor if they are performing any of the required services the Contractor is responsible for.
Any work done by Vendors or Subcontractors under the resulting contract must be included in the fully Burdened rate provided in Attachment 5 Cost Proposal.
Please see the revision to Attachment 5 Cost Proposal an Amendment 1.
Please see State of Idaho Standard Terms and Conditions Section 15.

In our experience working with other states, translation services for Spanish-language content are considered vendors, not subcontractors.

9.1.6 and
9.11
16 and 20
Section 9.1.6 notes that “ODP will Maintain primary responsibility of the BTP website in-regards to hosting, updates, plug-ins” while Section 9.11.1 notes that the contractor will be shall “Maintain existing BTP WordPress website development, design, and maintenance…”
Can you clarify whether the contractor will be primarily responsible for front-end website services (U/X, website content development, website design) or will back-end programming as well as web hosting and maintenance also be required?
Contractor shall provide front-end services as needed.
ODP shall maintain back-end programming such as web hosting and maintenance.
11
9.16
21 and 22
For Section 9.16, Training and On-Boarding Services, please detail the training required for previous contractors under contracts such as this one, and any additional training the offerors should consider accounting for under this contract.
Previous training has consisted of the contractor providing training such as but not limited to a walk-through of the transition plan from Contractor control to ODP control, ensuring ODP has a clear understanding of task and processes completed by the contractor.
An example would be if the Contractor uses a specific digital platform that ODP is unfamiliar with, than the Contractor may be required to provide a training on how to use the platform as part of the transition.

In the State of Idaho's Standard Terms and Conditions (dated Jan 2017), it notes that “All Statewide Blanket Purchase Orders (SBPO) shall be subject to an Administrative Fee of one and one-quarter percent (1.25%), based on orders placed against the Contract.” Should offerors account for this administrative fee in our budgets?
As stated in the Administrative Information Table on Page 3. “the administrative fee detailed in paragraph 5 of the state’s standard contract terms and conditions will not apply to the contract(s) that result from this solicitation.”
13

14
5.7

ODP understands that a single campaign can vary in terms of the size and scope. While some campaigns could cost approximately $40,000, others may be much less depending on the scope. ODP does not guarantee or imply any specific size or value for campaigns.

19
1.2

Is there a possibility this RFP process will not result in a contract?
The State does not post a solicitation without every expectation to enter a contract. However, on occasion the State will cancel a solicitation in the best interest of the State but only cancels without award if absolutely necessary.
