About this file

This document is an amendment to a Request for Proposal (RFP) issued by the Kansas Health Care Stabilization Fund Board of Governors for Actuarial Services, RFP # EVT0009866. The RFP has a closing date of September 30, 2024, at 2:00 PM. The amendment provides responses to questions submitted by interested bidders, including confirmation that an FCAS credential will be accepted in lieu of an FSA credential, clarification on the incumbent vendor (information not available), and typical annual deliverables under the contract (one actuarial report with possible amendments). The amendment also addresses administrative details such as the acceptability of electronic signatures and the order of documents to be submitted.

The amendment does not provide any information about pricing terms, set asides, or funding sources. It also does not disclose the annual fees of the incumbent or whether travel was required under the prior contract. Additionally, it states that the qualifications and experience should be addressed in both the main proposal sections and the Attachment B questionnaire, to avoid repetition.

Q1: We are interested in submitting a response to The Kansas Department of Administration’s RFP for Health Care

Stabilization Fund Actuarial Services (RFP # EVT0009866). In reviewing the requirements, we noticed that an FSA credential is required. However, can you please confirm that an FCAS credential will be accepted?

A1: Yes

Q2: Please clarify who the incumbent is.

A2: This information is not available

Q3: Please clarify the approximate annual fees of the incumbent to complete the scope of work during the prior contract period.

A3: This information is not available

Q4: Please clarify whether any travel was needed by the incumbent during the prior contract period.

A4: Yes

Q5: Please clarify what the “typical” annual deliverable under the contract would be? For example, delivery of findings under scope of work in the form of one actuarial report or perhaps two actuarial reports in the event of legislative amendments to the Availability Act?

A5: One actuarial report with possible amendments or additional material requested by the Board of

Governers.

Q6: RFP Section 1.9 (page 11): Can you please confirm that digital signatures are not acceptable?

A6: Electronic Signatures are acceptable for this solicitation.

Q7: Vendor Response Checklist (page 3): Do bidders need to return the forms in a particular order?

A7: No, forms do not need to be returned in a certain format.

Q8: Vendor Response Checklist (page 3): Do bidders need to complete and return the Vendor Checklist?

A8: The vendor checklist has been provided as a reference of what should be returned with your bid response and is not required to be submitted.

Q9: RFP Section 1.10 states “all bidders shall acknowledge receipt of any amendments to this bid event by returning a signed hard copy with the bid.” Can you confirm that this means we should print the amendment, sign with a wet signature, and then scan the signed document to include as a digital document?

A9: These can be signed electronically or with wet signature but must be returned signed with your bid package.

Q10: Attachment B (page 31) asks many questions related to qualifications and experience. RFP Section 2.7 and 2.8

(page 16 of RFP) also ask for qualifications and experience. In order to avoid being repetitive, should we answer the questions in Attachment B within the section of our proposal that responds to Sections 2.7 and 2.8, rather than including this information twice?

A10: You should answer the questions in both sections

Q11: Vendor Response Checklist (page 3): The Vendor Response Checklist lists “Bidder Information” as a separate item to include. Does this refer to page 6 of the Event Details form? Should this be extracted and included separately from the Event Details form?

A11: Vendor information should be entered on the signature sheet documents. However you should also answer all questions in the Event Details document, sign and return the entire document with your bid package.

Q12: Vendor Response Checklist (page 3): Attachment A and Attachment B are not listed on the Vendor Response

Checklist. Where should these be included?

A12: The checklist is just to be used as a reference and all documents may not be listed as the agency has additional requirements. Please complete and return with your bid package. Placement is not an issue.
