About this file

This document is a Bid Amendment (Amendment 1) for RFP EVT0010352 issued by the Kansas Department of Wildlife and Parks through the Office of Procurement and Contracts, concerning a statewide fish food procurement. The amendment, dated June 13, 2025, addresses potential vendor questions and provides definitive responses, with a bid closing date of July 3, 2025. The solicitation seeks fish food for state hatcheries, with specific requirements around delivery timelines, pellet sizes, and medication specifications.

The amendment reveals that the agency typically orders the majority of its feed early each spring, equating to approximately 3 semi-truckloads of bagged feed. For orders exceeding $5,000, a "Request for Quote" will be sent to all awarded vendors, while smaller orders can be processed with a single vendor selected based on lowest price. The document indicates flexible ordering practices, with the agency suggesting vendors consider minimum order quantities to manage freight charges, though no firm minimum is established. Pricing will be quoted per order, with the agency reserving the right to adjust procurement strategies based on production plans and budgetary considerations.

Amendment: 1

EVT0010352

Fish Food – Statewide

Kansas Department of Wildlife and Parks

Q1: Can we extend the ship date to 30 days versus the 21 days from time of order?

A1: No

Q2: Section 3.39: Can this section be taken out? We will adhere to having the feed delivered within 30 days (if the question above is approved). However, we cannot be held responsible for delays due to inclement weather, truck break downs etc and cannot pay the difference if you were to purchase from a competitor at a different price.

A2: No

Q3: Can we extend the manufacturer date to 60 days? Our feed has an 8-month shelf life and due to the small quantities of feed ordered and at most times not hitting the minimum run of 3 tons per size on this contract; the manufacturer date of 30 days in some cases could be challenging to achieve

A3: No

Q4: 4.6: Can this section be taken out? We do not forsee any delays past 5 days but in rare occurrences out of our control with inclement weather, truck breakdowns etc we cannot be held responsible for the fee of $200 per day.

A4: No

Q5: Section 4.12.5 : 8,000 lbs Size 12mm or ½ inch pellet. Can you take a a 3/8” pellet instead? We do not make a ½” pellet in size.

A5: No

Q6: 4.14.2. SECTION II - Group B – Romet: Can this section be omitted? We do not carry Romet as a medication any longer but do offer Terramycin and Aquaflor.

A6: No

Amendment: 1

Q7: Is there a minimum order size per order? , i.e. each hatchery has to order 8,000lbs in total per order etc etc This will help us quote freight prices which are included in the price

A7:

Q8: How long are the prices valid for? 6 months, 1 year?

A8: Price Adjustments Section 3.33 Every order will be quoted. For each order, the agency will prepare a “Request for Quote” to be sent to all awarded vendors if the amount exceeds $5,000. For any order with a cumulative price less than $5,000, the agency is allowed to work with a single vendor. The vendor with the lowest price will be selected for that order.

Typically, we order the majority of our feed early each spring for all hatcheries which typicaly equates to around 3 semi truckloads of bagged feed. Smaller amounts of feed will be ordered after July 1st from this bid EVT to fullfill our 2025 feed needs, this will be a much smaller order comparatively. The next spring the feed order will be closer to the current bid EVT specifications but vary based on production plans.

I would suggest that a minimum order be stated by vendor to avoid additional freight charges. For example: Orders of less than 4 tons will be subject to additional freight charges.
