Amendment 1 - Questions and Answers
This is an Amendment 1 document issued by the Kansas Department of Administration Office of Procurement and Contracts on behalf of the Kansas Department of Wildlife and Parks for Invitation for Bid (IFB) Number EVT0010696 regarding agricultural services for crop production on the Tuttle Creek Wildlife Area in Marshall County. The amendment clarifies operational requirements for approximately 1,297.6 acres of cropland across eight separate tracts. Key clarifications include that fields planted to sunflowers by the agency count as fallow acres for the tenant with no cash rent requirement; no fertilizer rate restrictions apply to these areas; the six-row wildlife buffer requirement applies to all field edges; and minimal acreage (approximately 5-10 percent annually) will require milo and wheat plantings, with milo potentially substitutable for standing crops on field borders. The bid closing date is March 18, 2026, with written questions due by February 25, 2026. The contract period runs from January 1, 2026, through December 31, 2026, with options to renew for three additional three-year periods.
The amendment addresses critical operational considerations including flood contingencies, whereby second-half rental payments are not collected on acres not harvested when Tuttle Creek Lake backing up occurs, with tenants bearing responsibility for removing flood debris. Rental payments are structured as 50 percent due by April 1st and 50 percent due by December 1st annually, collected in full for all acres planned for planting and harvest except during flooding events. Bidders must submit a signed copy of this amendment with their bid response and maintain regular monitoring of the procurement website for additional changes or addenda.
