About this file
This Amendment #1 Questions and Answers document pertains to the GBNERR Mastication Project Invitation for Bids (IFB RFx #3160008075) issued by the Mississippi Department of Marine Resources in conjunction with the Mississippi Department of Finance and Administration Office of Statewide Strategic Sourcing. The project involves selective mastication of approximately 480 acres of woody vegetation in wet pine savanna and wet pine flatwoods habitat at the Grand Bay National Estuarine Research Reserve in Jackson County, Mississippi, along with the construction of approximately 8,900 linear feet of 30-foot-wide firelanes scraped to bare mineral soil. A voluntary site visit was held on Wednesday, June 17, 2026 at 10:00 a.m., with no additional site visits scheduled. Bids were due July 8, 2026 at 10:00 a.m. CST, with bids opening at 2:00 p.m. CST the same day. The notice of intent to award is anticipated for July 15, 2026. The contract term is 12 months from execution with an option to renew for one additional year, with work expected to begin within 30 business days of contract execution and anticipated completion within 30 business days of work commencement.
The amendment clarifies that contractors must calculate firelane acreage based on footage measurements and include such calculations in per-acre pricing. Equipment requirements specify tracked vehicles for primary work, with conventional skid steers equipped with tracks acceptable; wheeled equipment and side-by-sides or UTVs are limited to personnel transport only. Selective mastication must target woody vegetation species other than the exempted species (slash pine, longleaf pine, live oak, gum, pecan, and pond cypress), with all larger trees expected to be mulched in addition to being cut down. For the five exemptions without minimum diameter-at-breast-height (DBH) restrictions, contractors are primarily concerned with mature trees of 8 inches DBH or greater. Georeferenced PDF maps or shapefiles will be provided to the awarded vendor upon contract award. The project was re-bid after the previously selected contractor under the 2024 IFB #3160006606 was unable to complete the work.
