About this file
This is Amendment 1 to an Invitation for Bid issued by the Kansas Adjutant General's Office for tree removal services at Smoky Hill Air National Guard Range near Salina. The amendment addresses bidder questions regarding the scope of work, which requires cutting trees up to 12 inches in diameter at breast height across approximately 1,256 acres, treating all cut stumps with approved herbicides (specifically Triclopyr or generic equivalents), and piling all cut trees and woody material within the project area at least 100 feet from fencelines. Work must be completed by April 15, 2027, with the contract period extending through May 30, 2027. Site visits are highly recommended but not required, and contractors may coordinate visits by contacting Procurement Officer Ashley N. Evans at Ashley.N.Evans@ks.gov. The bid closing date is September 17, 2026 at 2:00 PM CST. Work may commence immediately upon contract finalization and approval to proceed, with contractors permitted to work any hours including nights and weekends with proper clearance from Range Operations.
Payment for services will be made upon completion of all work on a lump-sum basis with costs prepaid and included in the bid price. No mobilization or progress payments are available. Tree piles will be located within the clearing area, and contractors bear no responsibility for brush pile removal or normal land damage from equipment operations. Contractors must check in daily with Range Operations at the active bombing range and maintain contact throughout work hours for safety clearance. Monthly herbicide usage tracking and reporting to the Natural Resources Manager is required. Bidders must be established firms with a minimum of three years of continuous active participation in comparable tree removal or forestry services and provide three references from the past three years. All standard state certifications are required, including tax clearance, immigration compliance, and strategic sourcing system registration.

Agency: Adjutant General’s Office Item: Smoky Hill Tree Removal
Conditions: Agency responses to bidder questions below:
Q1. When pulling all trees up to 12", would it be acceptable to just pull out the root ball and avoid spraying the stumps?
A1. All trees must be cut and the stumps sprayed not matter how big or small.
Q2. What are the approved chemicals for stump spraying?
A2. Herbicides specifically labelled for cut stump treatments. Recommend Triclopyr. Several generic versions.
Q3. Is there a way to view the project area in person?
A3. We can coordinate a site visit. Please email to coordinate.
Q4. What are the working hours throughout the week for this project?
A4. Contractor can work whatever hours they would like if they have clearance from the tower. Nights and weekends are allowed.
Q5. Is it possible to see the site in person?
A5. Yes. Please contact me as Ashley.N.Evans@ks.gov to coordinate a site visit.
Q6. I want to make sure I’m understanding the schedule correctly. If awarded, we can begin once the contract is finalized and we receive approval to proceed, with all work completed by April 15, 2027. Is that correct?
A6. Yes, project may begin after the contract has been fully executed.
Q7. Could you also clarify how payments are handled on this project? Is any mobilization payment available at the beginning of the project, are progress payments allowed as portions of the work are completed, or is the full amount invoiced upon completion?
A7. Payment if made upon completion.
Q8. Are there any restrictions on the height, width, or length of the piles?
A8. There are no restrictions on tree piles other than at least 100’ from the fencelines.
Q9. Will the piles be located along accessible roads, or will equipment need to travel into the acreage?
A9. Tree piles will be located inside the tree clearing area. Don’t really know what they are asking. Cut tree will be piled in the area to be cut and left there. Contractor is not responsible to do anything other than pile cut trees.

Amendment 1 Event ID: EVT0010926
Q10. Is the acreage heavily wooded? What is the average tree diameter? Is the acreage mostly small trees and brush, or are there larger mature trees?
A10. This will need to answered by the contractor after a site visit. Site visit is not required, but highly recommended. Hard to put estimates on any of these questions. Some areas are heavily infested with trees, other area are clear. Tree diameter is any where from .25” – 12” at breast height (maximum tree size to cut). Mostly small trees, but some areas have trees up to 12” that need to be cut.
