About this file

This document is Amendment 1 for an Invitation for Bid (IFB) issued by the Kansas Department of Agriculture for the Tuttle Streambank Stabilization Project (Event ID: EVT0010441). The amendment, dated August 28, 2025, provides clarifications and modifications to the original bid specifications for streambank stabilization activities across multiple sites. The bid closing date is set for September 10, 2025, at 2:00 PM, with Procurement Officer Ashley Evans handling the solicitation. The amendment addresses specific technical questions regarding site preparation, including details about riparian buffer seeding, granular bedding for pipes, mobilization costs, and rock placement requirements for different project sites.

The amendment indicates that mobilization costs are to be included within the total project cost and not listed as a separate line item. Bidders are required to submit a signed copy of the amendment with their bid response, and the project involves detailed site-specific work including rock placement, bank shaping, and vegetation installation. While no specific budget is mentioned in this amendment, the related contract opportunity summary suggests potential set-asides for Disabled Veteran Owned Businesses and Certified Business categories. Bidders will need to comply with state immigration laws, provide a Tax Clearance Certificate, and potentially submit a Bid Guaranty of 5% of the total bid amount, with a possible Performance Bond requirement of 100% of the contract price.

Conditions: Revised BBRR32 Plans attached. Questions and Clarifications to the bid specifications

The drawings did not accurately show the elevation on the rock keys. The designer has modified the plans to more accurately depict how far up the bank the rock keys should be extended. Please see the attached revised document labeled “BBR32 Plans – Revised”

Q1.Do the riparian buffer areas need to be mulched after seeding? If so, will a line item be added for that, similar to the channel bank section?
A1.The riparian buffer will not be mulched. The area is to be bid for ripping and cover crop seed only.
Q2.On the BBR32 site, will the pipe require granular bedding? The plan sheet didn’t show any.
A2.BBR32, 1 Cu Yd of AB-3 limestone will be needed for granular bedding material as shown to be laid underneath the pipe on page C502 of the design.
Q3.Pretty much all the specs state that Mobilization will be paid at the Contract Lump Sum price. Does that line item need to be added to each site or does that cost need to be encompassed within the current line items?
A3.Mobilization does not have it’s own line item, it is to be included within the total cost of the project
Q4.Is Site LBR68.35 the only one that will require bedding under the riprap and AB-3 on top? Site BBR32 has some details for bedding, but no line item.
A4.Site LBR68.35 only requires bedding within the rock shoot footprint, the rock shoot also includes the AB-3 on top to help fill the gaps of the larger rock. No bedding material is needed underneath the riprap on any projects beyond the rock shoot on LBR68.35.
