About this file
This is Amendment #1 to an Invitation for Bid (IFB) issued by the South Carolina Department of Transportation (SCDOT) for brine tank rental across seven geographic lots. The solicitation seeks rental of 4,900-gallon and 6,900-gallon cross-linked polyethylene containment systems for temporary storage of salt and calcium chloride brine. The original solicitation deadline for questions was November 17, 2025, at 10:00 a.m., with offer submissions due by December 16, 2025, at 2:30 p.m. No pre-bid conference or site visit is required. Award notification is scheduled for January 15, 2026, with contract commencement on January 23, 2026. The initial contract term is one year with two optional one-year renewals, providing a potential three-year contract period. Contractors must deliver tanks within 15 business days of purchase order receipt and retrieve equipment within 15 days after the rental end date.
Amendment #1 addresses four key specifications based on offeror questions: (1) tanks must remain within the specified size ranges of 4,900 gallons and 6,900 gallons, with no substitutions such as 6,300-gallon poly roll-off boxes; (2) top vents are revised to a minimum of 6 inches for 6,900-gallon systems and a minimum of 2 inches for 4,900-gallon systems; (3) tanks with built-in ladders are now authorized as alternatives to separate aluminum ladder and landing assemblies; and (4) ladder access is required only to reach the top of the tank, not for internal access. All other terms, conditions, bidding instructions, and specifications from the original solicitation remain unchanged. Offerors must acknowledge receipt of this amendment through submission of their bid. Bidders should contact Procurement Officer Jeffery Schwalk at SchwalkJC@scdot.org or 1-803-737-1018 for additional clarification.
