Amendment #1 Questions and Answers for Statewide Truck Parking Assessment Study

This document is an Amendment #1 Questions and Answers notice issued by the South Carolina Department of Transportation (SCDOT) for the Statewide Truck Parking Assessment Study solicitation. The procurement seeks a single consultant or team of consultants to conduct a comprehensive assessment of truck parking availability and needs across South Carolina. Offers were due on October 8, 2020, at 2:30 PM, with a pre-bid conference held on September 16, 2020, via teleconference. Questions from offerors were required to be submitted by September 17, 2020, at 10:00 AM. The award was scheduled to be posted on November 3, 2020. Offerors were required to submit one copy of their offer online through the state's procurement portal and acknowledge receipt of this amendment by signing and returning it or indicating amendment receipt in their bid submission.

The amendment addresses six key questions from prospective bidders regarding submission requirements and evaluation criteria. Offerors must provide fully burdened rates organized by classification and, if using subcontractors, may itemize billing to reflect actual rates by firm. A Certificate of Insurance evidencing required coverage types and amounts satisfies the insurance summary requirement. The qualifications section requirements, including client references and minority participation information, are excluded from page limits and should be submitted as clearly labeled appendices or separate online attachments. All client references must include government and public bodies except those specifically requested as South Carolina public body references. The procurement officer is Jeffery Schwalk, reachable at 1-800-737-1018 or SchwalkJC@scdot.org.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)

THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES

RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL

QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE

READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO

PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION.

QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY

RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN

ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED

TEXT IS ADDED TO THE ORIGINAL PROVISON. STRICKEN TEXT IS DELETED.

QUESTION 1:

The RFP requires us to submit a summary of our insurance. It is unclear what SCDOT is looking for. Would a sample certificate of insurance evidencing the types and amounts of coverage required by the RFP would be a sufficient summary?

SCDOT RESPONSE:

A Certificate of Insurance (COI) listing the insurance types and amounts of coverage would meet the requirement.

QUESTION 2:

We understand that the rates should be the fully burdened rate, and should be grouped by classification (not by name).

If a prime teams with one or more other consultants for this opportunity, should we develop blended rates for similar classifications regardless of firm, or develop discernable multiple classifications that more closely reflects the actual rates of those classifications for each firm?

SCDOT RESPONSE:

The rates developed should align with the method of billing you will use. Since the contract is held between the prime subcontractor and SCDOT, we would expect billing to come from the prime. If you wish to itemize the billing to indicate which subcontractor is being billed, you may provide the fully loaded rate at that level. If SCDOT needs additional information, the Procurement Officer will make the request.

QUESTION 3:

Are the requirements in Section V. Qualifications - Required Information (a) - (f) excluded from the page limit?

SCDOT RESPONSE:

Yes, the required information in Section V: Qualifications is excluded from the page limit.

QUESTION 4:

Should the required information in Section V. Qualifications - Required Information (a) - (f) be included as an Appendix Tab, at the end of the submittal?

SCDOT RESPONSE:

If you are submitting a hard copy, this information may be included as a clearly labelled Appendix Tab. If you are submitting on-line, include each as a clearly labelled separate attachment.

QUESTION 5:

Should the insurance requirements and the Minority Participation on Page 18 both be included in the Appendix Section?

SCDOT RESPONSE:

Yes, these may be included as a clearly labelled Appendix tab. If you are submitting on-line, include them as clearly labelled attachments.

QUESTION 6:

Under Section V. Qualifications - Required Information (d), does “every business” include government (public) clients?

SCDOT RESPONSE:

Yes, it should include those clients, except those requested in item (e) South Carolina Public Bodies.

All other terms, conditions, bidding instructions, and specifications remain unchanged. If there are any questions or if any confusion or uncertainty arises as a result of this amendment, it is the sole responsibility of the offeror to contact the procurement officer for clarification. Contact information can be found in the top right-hand corner of the cover page of this amendment. Reference the “duty to inquire” clause in the original invitation for bid.
