About this file
This is Amendment No. 1 to Request for Proposals (RFP) No. PB-21-2 issued by Palm Beach County's Department of Airports on December 10, 2020, for an Airport Medical Testing Center Agreement at Palm Beach International Airport (PBI). The amendment provides additional information and clarifications to the original RFP, which seeks qualified firms to operate and manage an on-site medical testing center for COVID-19 diagnostic and antigen testing for airport-ticketed passengers and employees. The RFP was available for download beginning December 7, 2020, with a pre-proposal conference and site inspection held on December 9, 2020. The deadline for written questions was December 14, 2020 at 10:00 a.m., and proposals were due January 5, 2021 at 10:00 a.m. The Selection Committee meeting was scheduled for January 8, 2021 at 2:00 p.m., with an anticipated award date of February 9, 2021. The agreement will commence upon Board approval and terminate on September 30, 2021, with automatic year-to-year renewal thereafter. Either party may terminate for convenience with 30 days' advance written notice.
The amendment removes Test Center Space Alternative "A" (283 square feet at Level One) from consideration and introduces Test Center Space Alternative "C" (851 square feet at Level Two with sink, bathroom, and storage) as a replacement option. Proposers must select between Alternative "B" (1,343 square feet) or the newly offered Alternative "C." The minimum initial annual rental rates are $58,965.79 for Alternative "C" ($4,913.82 monthly) and $93,056.47 for Alternative "B" ($7,754.71 monthly), based on a floor rate of $69.29 per square foot. Proposals are evaluated using multipliers applied to this base rate, with up to 15 points awarded for multipliers exceeding 1.00. Additional evaluation criteria include experience and qualifications (30 points), project approach (50 points), and ACDBE participation (5 points), with no minimum ACDBE participation goal established. The county provides electric utilities; providers are responsible for internet, janitorial service, and improvements. The document notes that building improvements including escalator replacement and ceiling ductwork replacement will occur in early 2021, with disruptive work limited to late-night hours.

AMENDMENT NO. 1
REQUEST FOR PROPOSALS # PB-21-2
AIRPORT MEDICAL TESTING CENTER AGREEMENT AT THE PALM BEACH
INTERNATIONAL AIRPORT
Date Issued: December 10, 2020
This Amendment No. 1 to Request For Proposals No. PB 21-2, Airport Medical Testing Center Agreement at the Palm Beach International Airport (the “RFP”) is issued to provide additional information and clarification to the RFP.
Proposers are advised of the following information pertaining to the RFP:
1. The handout provided to participants at the Pre-Proposal Conference held on December 9, 2020, is provided as Attachment “A” to this Amendment No. 1. Parties are advised that this handout is a summary only, and does not in any way alter or modify the terms and provisions of the RFP.
2. The sign-in sheet from the Pre-Proposal Conference held on December 9, 2020, is provided as
Attachment “B” to this Amendment No. 1.
3. A map with directions to the Department of Airports Administrative Offices is attached as Attachment “C” to this Amendment No. 1. This map is provided to assist proposers who may wish to hand-deliver the proposal response. Proposals may be mailed, or sent overnight addressed to: Department of Airports, 846 Palm Beach International Airport, West Palm Beach, FL 33406.
4. Proposers are advised that Test Center Space Alternative “A” (the 283 square foot space on Level
One of the Terminal) is hereby removed from consideration as part of this RFP. In its place, a new alternative space is offered for consideration, referred to as Test Center Space Alternative “C”. The RFP is amended to DELETE all references to Test Center Space Alternative “A”, including its depiction in Attachment “2-A”. The RFP is amended to ADD Attachment “2-C” (identifying Test Center Space Alternative “C”, including photos of the space). The Proposal Response Form, Appendix “A” is replaced with the Proposal Response Form, Appendix “A” (updated December 10, 2020) attached to this Amendment No. 1. Proposers should indicate a preference for either Test Center Space Alternative “B” or Test Center Space Alternative “C” on the (updated) Proposal Response Form.
5. Section 1.5, Test Center Space, of the RFP is hereby deleted and replaced with Section 1.5, Test
Center Space, attached as Attachment “D” to this Amendment No. 1. This section has been updated to describe Test Center Space Alternative “C”. Proposers should make note of the ability to schedule an optional site inspection of this space, if desired.
http://www.pbia.org/
6. Proposers should be aware that certain building improvements to the Airport Terminal will begin in early 2021. Access to the Test Center will be uninterrupted at all times, with “noisy/disruptive” work limited to late-night hours, when the public and tenants are not present. However, the work will involve the use of scaffolding and barriers that may affect the visibility of either alterative Test Center space.
There are two (2) projects that include: (a) the replacement of all escalators, in stages; and (b) the ceiling and ductwork will be replaced along the entire length of the Main Terminal corridor (level 2), involving the use of scaffolding that will transition to different areas as work progresses.
7. Proposers with questions pertaining to Airport Concession Disadvantaged Business Enterprise
(“ACDBE”) participation under this RFP, including: examples of how ACDBE participation may be achieved; how ACDBE participation is calculated; and how to locate an ACDBE-certified firm; may contact the Department of Airports liaison directly:
Martha LaVerghetta, Director, Airports Compliance Telephone: (561) 471-7421 Email: mklaverghetta@pbia.org
8. The following questions were asked at the December 9, 2020, Pre-Proposal Conference:
Q1: When does the Cone of Silence go into effect?
A1: See Section 1.12 of the RFP. The “Cone of Silence” prohibits communication with any County Commissioner, or their staff, during the period commencing on the deadline for submission of the proposal, and ending when the Board of County Commissioners awards or approves the Agreement, rejects all proposals, or otherwise takes action that ends the solicitation process.
Q2: Have you talked to other airports to see what the demand has been for this type of testing?
Would it be mostly employees getting tested?
A2: In preparing this solicitation, we contacted several airports that have agreements for COVID-19 testing. We believe this solicitation is consistent with what other airports have done, but goes further in allowing the flexibility to propose “Additional Services”. Most airports with test centers report that it has been well-received and demand has been steady.
Some airports allow testing only for airport-based staff; others allow passenger testing. In both cases, we are unaware of a lack of demand for testing. Proposers are reminded this solicitation carries no assurance of passenger volume or customer demand and should use their own judgment in anticipating demand.
Q3: Has the airport determined what type of licensing would be required? Does the County require Department of Health approval for this service?
A3: See Article 15, Laws, Regulations, and Permits, of the Agreement (Attachment “1” to the RFP, and specifically Section 15.02, Permits and Licenses Generally. Provider is responsible for obtaining, maintaining and complying with all permits, licenses and other governmental authorizations. There is no exemption under the Agreement for Department of Health approval, if such approval would ordinarily be required.
Q4: Is water available at either alternative Test Center location?
A4: Test Center Space Alternative “C” has a sink and counter area, as well as a separate bathroom with a toilet and pedestal sink, but currently there is no hot water to this space.
Water is not currently available at Test Center Space Alternative “B”.
mailto:mklaverghetta@pbia.org
QS: Are there required hours and what are they?
A5: As a minimum requirement, the Test Center shall be operated Monday through Friday for no less than eight (8) hours per day, excluding major holidays, unless otherwise approved by County in its sole discretion. The exact hours of operation shall be determined based on operational needs, in consultation with the Department. (See Sections 1.2 and 3.3.5(g) of the RFP, as well as Section 6.01 (H) of the Agreement).
Q6: Would the awarded provider be allowed to distribute a vaccine if they have access to it?
A6: The Department would consider allowing distribution of a COVID-19 vaccine at such time vaccines become readily available in such environments, as approved by the Department, as part of "Additional Services".
Q7: What is the number of badged employees at the airport?
A7: Approximately 4,000 airport badges have been issued. This is good indicator of Airport based employees, but it does not tell the entire story. There are a number of employees at the Airport who are not badged, because they work solely in the pre-security environment;
and there are a number of badged employees who work primarily at a non-Airport situation but are required to be badged in order to perform their duties when they are at PBI. Please also see Section 1.2 of the RFP.
QB: If the Provider's employees need a background check, would the Airport allow the provider's background checks to substitute for the Airport's security screening?
AS: The Provider and its employees are subject to the Airport Security Program; however, at this time we do not anticipate that employees will need to obtain an Airport security badge or to otherwise undergo an Airport security background check. If background screening is required, it would need to be completed directly by the Airport and we would not be able to accept a substitute.
Q9: How will word get out that COVID-19 testing and other services are available? Will the awarded provider be allowed to advertise?
A9: This solicitation has received media interest, and inquiries from the public. Recently, the Airport has received calls from passengers inquiring if travel-related testing is available, so we believe there is interest in testing. The Test Center can be promoted in various ways, including by a link on our website, www.PBIA.org, and general announcements to Airport tenants, concessionaires and partners. Additionally, the Provider would be permitted to purchase advertising at the Airport through the Airport's advertising concessionaire.
Interested parties can contact ChristopherMuniz@CORP.CLEARCHANNEL.COM directly to inquire about general advertising possibilities at PBI.
All other terms and conditions of Request for Proposals No. PB 21-2 remain the same and unchanged. Proposers are reminded of the following:
The Deadline for Submission of Written Comments/Questions is 10:00 a.m., local time, on Monday, December 14, 2020, to the Contact Person(s) listed in Section 1.11 of the RFP.

Section 1.5, Test Center Space, to the RFP
1.5 TEST CENTER SPACE information updated as of 12-10-2020 is highlighted, including information that is DELETED.
The Agreement provides for the use of interior, pre-security space at the McCampbell Terminal Building. At the time of RFP-issuance, it is contemplated that proposers may indicate a preference of either of two (2) possible pre-security locations described below.
The Provider shall not be permitted to allow customers to stage outside or stand in lines outside the Test Center location or in other areas of the Airport. The Test Center proposed must have sufficient interior space to provide an appropriately-sized waiting area for all customers anticipated to utilize the Services provided at the Test Center. Proposers should take into consideration customer demand as well as available waiting area space in determining the location to be proposed for the provision of the Services.
Test Center Space Alternative “A” (see Attachment “2-A”):
Test Center Space Alternative “A” contains approximately 283 total square feet of space and is located at the east end of Level One (Baggage Claim) of the Terminal Building.
Test Center Space Alternative “A” consists of two (2) areas, separated by a door with a window. The first area measures approximately 11.82’ x 10.53’ (approximately 121 square feet; Room 1327) and the second area measures approximately 11.82’ x 14.09’ (162 square feet; Room 1328). There is pump riser equipment in a closet in Room 1328 that must remain unobstructed. The space is within ten-feet of the east outside doors to the Terminal Building, allowing clients to wait outdoors. Minimum initial annual rental for Test Center Space Alternative “A” is $19,609.07 ($1,634.09 per month).
Test Center Space Alternative “B” (see Attachment “2-B”):
Test Center Space Alternative “B” contains approximately 1,343 total square feet of space, and is located near the center of Level Two of the Terminal Building, at the west end of the central atrium area. Test Center Space Alternative “B” consists of a single open area, and measures approximately 37.47’ x 35.95’. Test Center Space Alternative “B” has two (2) double-door access points. Minimum initial annual rental for Test Center Space Alternative “B” is $93,056.47 ($7,754.71 per month). Test Center Space Alternative “B” is the location of the Pre-Proposal Conference and Site Inspection (See Section 1.6)
Test Center Space Alternative “C” (see Attachment “2-C”):
Test Center Space Alternative “C” contains approximately 851 total square feet of space, and is located at the east end of Level Two of the Terminal Building, across from the Concourse “C” Security Checkpoint and adjacent to the down-escalator and stairs leading to Level One. Test Center Space Alternative “C” measures approximately 41.52’ x 20.42’ and includes an open sink area, in addition to a single-toilet unisex bathroom with sink.
A partition area has been created for an office space at the rear of the space. There is a storage closet measuring approximately 7’ x 4’. There is currently no hot water service to the space. Test Center Space Alternative “C” has a single double-door access point and there is an AED and Airport courtesy phone immediately outside. Minimum initial annual rental for Test Center Space Alternative “C” is $58,965.79 ($4,913.82 per month).
Proposers desiring to complete a site-inspection of Test Center Space Alternative “C” may schedule an appointment through the Contact Person (see Section 1.11).
All site-inspections must be completed prior to 3:00 p.m., local time on Friday, December 18, 2020. Test Center Space Alternative “C” is located pre-security, adjacent to the security checkpoint for Concourse “C”. Interested parties may complete an exterior inspection, without an appointment or escort, at any time.
In the Proposal Response Form (Appendix “A”), proposers shall indicate the desired preference of either Test Center Space Alternative “A” ”C”, or Test Center Space Alternative “B”. Final determination of which space will be available to the Provider will be made by County in County’s sole and absolute discretion. Proposers should be aware that the Department may require relocation of the Test Center space upon written notice, as provided in Section 4.01, Description of Premises Leased; Relocation of the Premises, of the Agreement (Attachment “1”).
Test Center Rental. Annual rental, stated on a per-square foot basis, shall be the “Base Rental Rate” (see Section 5.07, Adjustment of Rates for Rentals, of the Agreement) times a “multiplier” (see Section 2.b of the Proposal Response Form, Appendix “A”) to produce the resulting rental rate. The initial Base Rental Rate is $69.29 per square foot, per year.
$69.29 is the terminal rental rate for non-signatory airlines, through September 30, 2021, in accordance with “Rate and Fee Schedule”. The Rate and Fee Schedule is adjusted annually, each October 1, and over the past ten (10) year period, the annual terminal rental rate for non-signatory airlines has ranged from a low of $68.55 to a high of $77.84 per square foot. While it is not possible to forecast the amount of future rental adjustments, current and past-year copies of the Rate and Fee Schedule (a/k/a “rates and charges”) are posted on the Airport’s website at http://www.pbia.org/business/-business-ratescharges/.
Test Center Utilities and Improvements. Electric utilities are provided by County.
Provider shall be responsible for its own internet service and janitorial service. There is no water service to either Test Center space Alternative “B”, and Test Center space Alternative “C” has both an open sink/counter area and a separate bathroom with a single toilet and pedestal sink, but there is currently no hot water. Public restrooms are located nearby each Test Center location. The Test Center will be delivered in “broom clean” condition and Provider will be responsible for its own improvements, including, but not limited to, replacement of carpeting and painting (if necessary). Improvements to the Test Center space must be approved in advance by the Department. See Article 6, Obligations of Provider, and Article 14, Alterations or Additions; Signs, of the Agreement.
Security and Parking. Test Center personnel will be subject to the Airport Security Program as provided in Section 6.09, Airport Security Program, of the Agreement.
Employees will be able to park in the Airport’s employee parking area, as provided in Section 6.10, Employee Parking, of the Agreement.
