About this file

This is an Amendment 1 to a Notice of Intent to Sole Source a federal contract opportunity with the Defense Health Agency. The Government intends to sole source a contract with Inventrix INC under the authority of FAR 6.103-2 (Unusual and Compelling Urgency) to provide Labtrac Clinic Portal Software licenses and related services across 161 clinical sites. The requirement includes four local clinics at Fort Gordon, Georgia (Army Dental Lab, DDEAMC Dental Clinic, Snyder Dental Clinic, and Tingay Dental Clinic) plus 157 additional Defense Health Agency clinics. Inventrix INC is identified as the sole developer, publisher, and distributor of the proprietary Labtrac Enterprise software, and no other vendor is authorized to access the source code necessary for maintenance and support. The Government states that procuring an alternative system would result in substantial cost duplication and unacceptable delays in fulfilling the urgent clinical requirement.

The contractor must provide full portal service access, technical support, unscheduled maintenance, and software updates essential for managing dental laboratory workloads, scheduling, resource allocation, and maintaining FDA quality system compliance. The period of performance consists of two phases: September 1–30, 2026, and October 1, 2026–September 30, 2027. The NAICS code is 513210 (Software Publishers) with a small business size standard of $34.0 million, and the PSC is DA10 (IT and Telecom Business Application/Application Development Software as a Service). No set-aside restrictions apply. Capability statements not exceeding five pages (10-point font minimum) must be submitted by email to the Contracting Officer Andrew Pounds and Contract Specialist Lisa Branch by 12:00 PM EST on August 31, 2026. All capability statements received by the closing date will be considered, and the Government retains sole discretion to determine whether to proceed with competitive procurement based on responses received.
