About this file
This is Amendment No. 1 to an Invitation for Bid issued by the Colorado Division of Reclamation, Mining & Safety for the Echo Canyon Project (2017-1573). The amendment provides clarifications and revisions to the original bid documents for mine closure work located in Lake County. The project encompasses the installation of corrugated steel pipe (CSP) closures, grated adit closures with bat gates, polyurethane foam shaft closures, and hand backfill at seven mine features (203, 205, 207, 208, 214, 215, and 224), with Feature 217 moved to an additional safety closure classification as non-guaranteed work. Key revisions include standardized CSP installation specifications of seven feet into the opening with three feet outside for Features 203, 207, and 208; installation of dual six-inch drains with screens and controlled water release procedures for Features 207 and 208; modification of Feature 224 dimensions to six feet by six feet; authorization to use two five-foot pipe sections banded and welded together for CSP closures; and treatment of trees removed on-site by bucking into four to six-foot lengths and scattering. The bid deadline is 4:00 p.m. on Tuesday, July 11, 2017, with submission required through Colorado VSS (Vendor Self Service) or by mail/fax to Teresa Ryan at the Division office. Bidders were required to acknowledge receipt and acceptance of the amendment on the bid form and submit the revised bid schedule.
The revised bid schedule identifies four main cost categories: Mobilization/Demobilization (one lump sum), Safety, Health & Environmental Action Plan (one lump sum), Install Mine Closures (total from detailed feature breakdown), and Additional Steel Grating (25 square feet). The mine closure line items include Feature 203 (36-inch CSP with bat gate), Feature 205 (grated adit closure with bat gate), Feature 207 (48-inch CSP with bat gate and access door), Feature 208 (36-inch CSP with bat gate), Feature 214 (polyurethane foam, 8 cubic yards), Feature 215 (grated shaft closure), Feature 224 (grated adit closure with bat gate), and the non-guaranteed Feature 217 (hand backfill). All work is funded by Lake County OSM (Orphaned Sites Mitigation) resources. Contractors were required to complete all line items and return all pages of the bid schedule without amendment, with pricing submitted for each feature as specified in the revised schedule.
