About this file
This is Amendment 1 to an Invitation for Bid issued by the South Carolina Department of Corrections for the procurement of clear polycarbonate sheets. The solicitation, originally posted on September 17, 2026, seeks 100 sheets of 1/2-inch clear, abrasion and impact resistant polycarbonate material suitable for flat applications. The amendment addresses questions from potential offerors regarding product specifications, equivalency approvals, and delivery logistics. The submission deadline is September 24, 2026, with offers due by September 30, 2026 at 10:00 AM through the South Carolina procurement website. Questions from offerors must be received by September 16, 2026 at 9:00 AM. No pre-bid conference or site visit is required. Award is scheduled for September 29, 2026, with notification posted by October 7, 2026.
The material must be crystal clear with no tint or discoloration, manufactured to exactly 1/2-inch thickness with no tolerance, and meet general commercial-grade hard-coated polycarbonate standards. Bidders may propose equivalent products to the Lexan Margard MR10 or Tuffak AR specifications, with equivalency determination made prior to award based on submitted documentation. Delivery must occur within 60 days of award in a single or staged shipment to the SCDC Division of Facilities Management at 4322 Broad River Road, Columbia, SC, with all material arriving before 2:00 PM Monday through Friday. Free samples may be required for testing and evaluation. South Carolina resident vendor preferences apply and must be claimed by line item, with offerors required to provide in-state office information if claiming applicable preferences. No prior purchase history of this item exists with SCDC.

This Amendment is being issued to address questions and move opening and award dates on page one.
Question: Acceptable Brands/Products: The specification calls for a "clear abrasion and impact resistant polycarbonate sheet or equal." Please confirm which specific brands/products the State will accept as meeting this specification, for example:
Lexan Margard MR10 (dual-side hard coat)
Tuffak AR (dual-side hard coat) Palram / other manufacturer equivalents with dual-side abrasion-resistant coating Is any dual-side hard-coated 1/2" clear polycarbonate sheet from a recognized manufacturer acceptable, or does the State require a specific named brand?
Answer: Please refer to Section III Scope of Work/Specifications. equivalent to or exceeding
Question: Equivalency Approval Process: If a non-Lexan "or equal" product is proposed, will the State evaluate and approve equivalency prior to award, or is equivalency determined upon delivery/inspection? If prior approval is available, what documentation should accompany the bid to support the equivalency determination?
Answer: Please refer to Section II Instructions to Offerors -- B. Special Instructions. Descriptive Literature
Question: Minimum Quality/Performance Standard: Beyond "abrasion and mar-resistant," is there a minimum test standard or rating the coating must meet (e.g., ASTM D1044 Taber abrasion rating, or a specific warranty period), or is general commercial-grade hard-coated polycarbonate sufficient?
Answer: General commercial grade hard-coated polycarbonate.
Question: Thickness Tolerance: Is a standard manufacturing tolerance on the 1/2" (0.500") thickness (e.g., +/- 0.010") acceptable, or must sheets meet or exceed 0.500" exactly with no negative tolerance?
Answer: Material must be ½” No tolerance.
Question: Tint/Clarity: Standard polycarbonate sheet has a slight inherent gray tint. Is this acceptable under the "Clear/transparent" color requirement, or is water-clear optical clarity required?
Answer: Material must be crystal clear, No tint or any other discoloration.
Question: Sample Requirement: The solicitation notes that free samples may be required for testing/evaluation. Will a sample be required for this specific solicitation, and if so, what size sample and submission method (mail to Procurement Officer under separate cover) are expected, and by what date?
Answer: Please refer to Section II Instructions to Offerors -- B. Special Instructions. Bid Samples
Question: Delivery Scheduling: Is an appointment or advance notice required before delivering to SCDC Division of Facilities Management at 4322 Broad River Road, Columbia, SC, given this is a correctional facility? Are there security/access procedures the delivery carrier should be aware of in advance?
Answer: No advance notice is required but all material must be delivered before 2:00 pm Monday – Friday.
Question: Partial Shipment: May the 100 sheets be delivered in a single shipment only, or would partial/staged deliveries be acceptable if needed to meet the 60-day ARO delivery requirement?
Answer: Material can be delivered in stages as long as the entire order is received within the 60-day time frame.
Question: Product Literature Format: For the required manufacturer's literature demonstrating product specifications, is a standard distributor spec sheet/data sheet sufficient, or is a specific format required?
Answer: Please refer to Section II Instructions to Offerors -- B. Special Instructions. Descriptive Literature
Question: Prior Purchase History: Has SCDC purchased this item, or a substantially similar item, in a prior solicitation? If so, would the State be able to share any general reference pricing or context from that prior procurement?
Answer: No
Question: Is this a one-time buy?
Answer: See section VIII Bidding Schedule/Price-Business Proposal
Question: Are these sheets expected to be used for flat applications or thermoformable applications?
Answer: Flat
