About this file
This is Amendment 1 to a Request for Proposal (RFP) issued by the State of South Carolina, Division of Procurement Services, on behalf of Horry Georgetown Technical College (HGTC) for bookstore operations management. The solicitation seeks qualified vendors to operate bookstore services across three HGTC campus locations: Conway Campus, Grand Strand Campus, and Georgetown Campus. The RFP addresses management of textbooks (new, used, and rental), digital products, trade books, school supplies, computer products, emblematic clothing and gifts, café and convenience items, and other merchandise categories. A pre-proposal conference and site visit are scheduled for September 1, 2022, at 10:00 a.m. at the Conway campus location. Offerors must submit proposals online by September 23, 2022, at 11:00 a.m., with questions due by September 1, 2022, at 4:00 p.m. The award date is October 24, 2022. Offerors must acknowledge receipt of this amendment and agree to hold their offer open for a minimum of ninety calendar days following the opening date.
The amendment addresses vendor inquiries regarding eligibility, contract performance, and sales data. Key clarifications include that work must be performed within the USA, proposals cannot be submitted via email, and in-house visits are at vendor discretion. The college provided detailed historical sales data broken down by product category and campus location for calendar years 2019 through July 2022, with Conway Campus generating the highest sales volume. The RFP specifies an opt-out approach for the First Day program and indicates that D2L (Desire To Learn) is the learning management system in use. The college provided additional documentation addressing merchandise rights and examples of departmental merchandise sales outside the bookstore.
