About this file

This is Amendment 1 to an Invitation for Bid issued by the State of South Carolina's Division of Procurement Services on behalf of Piedmont Technical College for the procurement of Engineering and Advanced Manufacturing Mobile Labs, including a 53-foot trailer. The solicitation requests a single mobile lab unit designed for advanced manufacturing and engineering training purposes. Offerors must submit bids online at www.procurement.sc.gov by February 23, 2024, at 11:00 A.M. (EST). Questions from offerors must be received by February 9, 2024, at 3:00 P.M. (EST). The amendment specifies a non-mandatory pre-bid conference and site visit, though no location is noted as applicable. Award notification is scheduled for March 5, 2024. Offerors must hold their offers open for a minimum of ninety calendar days following the opening date. One copy of the bid must be submitted with a signed solicitation cover page.

The amendment addresses bidder questions regarding specific equipment specifications and modifications. Key clarifications include rejection of FRP (fiber reinforced plastic) skin for exterior and interior surfaces due to weight concerns and wood rot susceptibility; acceptance of LED lighting as an alternative to the specified ceiling and dome lights; acceptance of a Braun wheelchair lift with 800-pound capacity provided the actual weight is specified in proposals; confirmation that the trailer requires a semi-type tractor truck with a kingpin 5th wheel and air over hydraulic brake system; and identification of electric motor control trainers and electrical machines learning labs as the primary equipment requiring 208V/3-phase power. The solicitation mandates that the Engineering and Advanced Manufacturing Mobile Labs must be manufactured in the United States in compliance with Buy America requirements.

III. SCOPE OF WORK/SPECIFICATIONS

Answers to Bidders Questions:

1. Would it be acceptable to use FRP skin on the exterior sidewalls, roof as well as interior walls?

State’s Response: NO. FRP is not specified as the reinforced fiberglass plywood will add additional weight to the trailer. For trailer leaks, the wood is prone to rot from the inside out.

2. Would it be acceptable to use our standard LED lighting in place of requested "14" Ceiling Lights & 20" Dome Lights (Front Compartment)"?

State’s Response: YES. LED lighting option is an acceptable option for the mobile lab.

3. In reference to the "wheelchair lift", we use a Braun wheelchair lift with an 800-pound capacity. This is

100 pounds of additional capacity over and above what was requested (700-pound wheelchair lift) Is the Braun lift with an 800-pound capacity acceptable?

State’s Response: A Braun wheelchair lift is acceptable, but the actual weight of the lift should be specified in the proposal since the current specs have been planned to minimize trailer weight.

4. What are the specifications of the vehicles being used to tow the trailers?

http://www.procurement.sc.gov/

State’s Response: The trailer will need a Semi-Type of Tractor Truck to pull with that has a kingpin

5th wheel. Additional information: brake system - air over hydraulic; air connection will be glad-hands.

The colleges plan to use their existing tractors which are part of the truck-driving programs.

5. We would like to request more information regarding the electrical stipulations posted in the specifications. What type of electronics will be utilized in the trailers that require the amperage requested?

State’s Response: For our purposes, the electric motor control trainer and the electrical machines learning labs requiring 208V/3 phase power are the equipment that will require the highest power requirements.

❖ The Engineering and Advanced Manufacturing Mobile Labs (including a trailer, 53 ft.) must be manufactured in the United States.
