About this file
This is Amendment #1 to an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) for grounds maintenance services at the District One Engineering Office located at 1400 Shop Road, Columbia, South Carolina. The solicitation requests comprehensive lawn care and landscape maintenance services including grass mowing, edging, bed maintenance, shrub trimming, weed control, disease and insect management, and fertilization. A nonmandatory pre-bid conference was held on April 3, 2024, at 9:00 AM at the SCDOT District One Engineering Office. Bids were due by April 10, 2024, at 2:30 PM through the online procurement portal at www.procurement.sc.gov. Award notification was posted on April 17, 2024. This is a one-year contract with four possible renewal options, for a potential five-year contract term. Questions from offerors were due by April 4, 2024, at 12:00 PM.
The amendment addresses ten specific questions from potential bidders regarding service specifications and operational requirements. Key clarifications include confirmation that dormant season (December-March) grass maintenance shall occur on a bi-weekly basis rather than "as-needed," bed maintenance shall be weekly during growing season and monthly during dormant season, and shrub trimming is required bi-weekly during growing season and monthly during dormant season regardless of growth produced. The amendment specifies that grass clipping removal may include mulching if no heavy thatch remains, herbicide application around fence lines may not exceed six inches on either side, and tree limb removal is limited to a maximum height of ten feet. No incumbent contractor information was provided. Operating hours are Monday through Friday, 8:00 AM to 5:00 PM. Pricing terms, funding sources, and set-aside information are not addressed in this amendment document.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)
THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS.
THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE
ORIGINAL PROVISON. STRICKEN TEXT IS DELETED. [02-2A097-1]
QUESTIONS AND ANSWERS ARE BELOW. THE SCDOT’S ANSWER APPEARS IN RED.
1. Was there an incumbent for this job prior?
This solicitation didn't have a prior contract.
2. What are the operations hours?
The operating hours are Monday – Friday, 8 am - 5 pm.
3. What are you currently paying for Landscaping services at the SCDOT District One Office?
See answer to question number 1.
4. The scope of work states that the grass will be maintained “as needed” during the dormant season (December-
March), however the bidding schedule states Bi-weekly visits. Do we bid on the dormant season for bi-weekly visits? It will be a risk to bid “as needed”.
See updated Section III Scope of Work/Specifications (see end of page 3 of this amendment).
5. “Grass clippings need to be raked or bagged and removed” Does this require “all” grass clippings or just heavy areas of thatch left behind from the mower?
A mower with the appropriate mulching capability may be utilized in lieu of raking and/or bagging provided no heavy areas of thatch are to be left behind.
6. Is both fungicide and insecticide included as a preventative maintenance or on an as needed basis?
Insecticide is in Section VIII Bidding Schedule as once a year. The intent is to be proactive in the control of disease and insect infestation.
7. Scope of work states to “provide reasonable control of grassy weeds within turf areas”. Are broadleaf weeds included?
Yes.
8. Scope of work states that “Beds shall be maintained weed free on a weekly basis during the growing season”.
However, the bid schedule states beds shall be serviced on a Bi-weekly basis. Will we be required to spray and pull weeds each week or every other week?
See updated Section III Scope of Work/Specifications (see end of page 3 of this amendment).
9. Scope of work states “hedge type shrubbery shall be trimmed and pruned on a Bi-weekly basis”. If shrubbery has not produced enough growth within each two weeks, are we still required to prune?
Yes.
10. Are we allowed to spray roughly 6” perimeters around fence lines or shall they be mechanically trimmed on each visit?
Herbicide application is acceptable at the base of the fence not to extend more than 6” either side of the fence line.
11. Fence lines have not been maintained to 4’ behind and there is a little bit of vegetation currently on the fence lines. Is the current condition acceptable or will we be required to clean up the previous neglection?
You will be required to meet the current requirements.
12. What is the maximum height that tree limbs shall be removed?
Ten feet maximum height on trees. The large evergreen shrubs along the office building shall be trimmed and prunes in conjunction with the hedges as necessary in accordance with the best horticulture practices to achieve the desired manicured look.
