About this file
This is an Amendment #1 to an Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) for Richland Landscaping services. The solicitation requests a five-year landscaping contract for maintenance of SCDOT facilities located at 7201 Fairfield Road and 1040 Broad Stone Road in Columbia, South Carolina, with potential additional service at the Ballentine location. The nonmandatory pre-bid conference was held on April 18, 2024, at 09:00 at the SCDOT Richland Maintenance Complex. Offers were due by May 1, 2024, at 14:30, with award notification scheduled for May 10, 2024. Questions from offerors were required to be received by April 19, 2024, at 12:00. Services must commence on July 1, 2024, and continue for the five-year contract term. Submissions must be made online through the South Carolina procurement website.
The amendment addresses nine specific questions from potential bidders regarding scope clarification. Current service costs are $300 per service for Richland and $450 per service for Ballentine. Historical unit pricing references $180 per unit for Ballentine (expired July 3, 2023) and $124 per unit for Fairfield Road (expired December 14, 2021). Key scope clarifications include that fenceline vegetation is excluded from service, retention pond interiors are not included but pond perimeters are to be maintained, herbicide applications are prohibited, grass and weeds on concrete and pavement areas are excluded, and only debris from equipment operation requires removal from paved areas. The laydown area at the Ballentine shed does not require routine service as it is actively used.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)
THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE
ORIGINAL PROVISON. STRICKEN TEXT IS DELETED. [02-2A097-1]
1. The complex on 7201 Fairfield Rd. and Ballentine; could you provide me with the prices on the old contracts?
Ballentine was last under contract for a unit price of $180 that expired 7/3/2023.
Fairfield Road was last under contract for a unit price of $124 that expired 12/14/2021.
2. Do you currently have a vendor? What are you currently paying for services?
Yes. Richland $300 per service and Ballentine $450 per service.
3. Will the properties of 7201 Fairfield rd. & 1040 Broad Stone rd. be serviced again before the start date of July 1?
Yes. The facility is being serviced on the same schedule as outlined in the solicitation and that service will continue until June 30, 2024.
4. Fencelines shall be line trimmed at the base, but vegetation growing on the fences is not included, Correct?
Yes, that is correct.
5. Retention pond is not included, just the perimeter around the fence, correct? And approximately how wide of a cut should the perimeter be? One Mower pass where accessible and line trim the rest to the lip of the pond?
Retention pond is not included in the service, however the area that can be mowed/trimmed to the lip of the pond is included.
6. Can 6” gaps be sprayed around the fence lines?
No, herbicide applications are not allowed.
7. Are we responsible to cut Grass & weeds that pop up in the bare dirt areas where machinery has currently been working? There are a good many pieces of gravel and rock in these areas that may cause unnecessary wear and tear to the mowers, so line trimming may be the correct means.
The laydown area at the Ballentine shed that is bare dirt will not require service in most cases unless an area becomes un-used and may require trimming on an occasional basis. This area is used quite frequently, so I don’t anticipate routine service in this bare dirt area that is surrounded by silt fence.
8. Grass & weeds growing on the concrete and pavement areas are not included, correct?
That is correct. No grass or weeds in concrete and pavement areas are included.
9. Only grass clippings and debris that is caused by our equipment should be blown off, not the entire pavement areas, correct?
That is correct. Only areas serviced by the mower/trimmer is required to be blown off.
