Questions and Answers
Q1. MUSC indicated in pre-bid walk meeting on 5/22/24 that in addition to 2 FTE needed, the site may require additional staffing at times due to projects, lab cleanouts, etc. Can you confirm and estimate the number of people and frequency during the past year?
A1. In the past year adjustments have been made to accommodate the increasing volume. The average number of hours per week is now reflective of one full time employee (FTE), one 32 hour a week employee and one to two project team members coming to campus every six to eight weeks.
Q2. Can you provide pictures of the loading dock, central accumulation area, and supply room?
A2. Loading Dock
Storage Area
Mass Accumulation Area (MAA)
Q3. Can you provide the address for all additional locations?
A3. See Attachment D: Location Addresses.
Q4. What is your current annual spend?
A4. The annual spend for 5/1/23-4/30/24 reflects the onboarding costs from previous vendor to current, standard waste pick-ups and lab projects. The total is $766,864.00.
Q5. What is your process for transporting waste from the external facilities to the main campus? Are the Haz material manifested?
A5. The current vendor prioritizes the offsite locations pick-ups and loads the hazardous waste transportation vehicle with any items that stored at that specific offsite. Those pick-ups are manifested at the offsite location. The hazardous waste transportation vehicle then proceeds to MUSC Main Campus to pick up all onsite hazardous waste which is then manifested separately for this location. No waste is moved from an offsite to campus for a consolidated manifest.
Q6. Will contracted employees follow the same holiday schedule as the MUSC employees?
A6. Contracted employees follow the same holiday schedule as MUSC employees.
Q7. Will internet access be provided to allow computer use when needed?
A7. Currently a wireless hotspot is provided to the vendor for internet access in the MAA. In addition, secure Wi-Fi and visitor Wi-Fi is available to the vendors to utilize while doing field work.
Q8. Are vendors allowed to pour up 5 gallon pails onsite?
A8. With the utilization of air monitoring to determine appropriate levels of PPE, pour off procedures may continue to take place in the MAA. Annual assessment of air quality testing is required to be performed by the vendor or any time a new profile is assessed and will be added to the pour off protocol. For the pour off process five gallon pails are able to be poured off and any larger containment vessels must utilize the hand pump system or other approved method.
Q9. What are the qualification requirements for the full-time employee and part time employee in the scope of work?
Must full time person be a Level II Chemist or Level III?
A9. The qualification requirements for the daily on-site employees are at least a Level I (3-5 years’ experience and required certifications.
Q10. What equipment is vendor required to keep onsite? Box truck? Pickup truck, carts, computer, etc.
A10. No change. Vendor is not required to keep any equipment on site. However, per the RFP:
CONTRACTOR'S OBLIGATION -- GENERAL (MODIFIED)
The contractor shall provide and pay for all materials, tools, equipment, labor, transportation, disposal, manifests, final disposal certification, and professional and non-professional services, and shall perform all other acts and supply all other things necessary, to fully and properly perform and complete the work. The contractor must act as the prime contractor and assume full responsibility for any subcontractor's performance. The contractor will be considered the sole point of contact with regard to all situations, including payment of all charges and the meeting of all other requirements.
The vendor is required to provide all resources needed to support this contract which would include on campus transportation vehicle for movement of waste from Satellite Accumulation Areas(SAA) to the MAA which can be at the discretion of the vendor (ensuring that all local and state transportation guidelines are met), all supplies needed for daily operations, mobile phones, mobile computer devices, and all systems needed to pack, label, manifest and ship hazardous waste.
Q11. How much waste storage capacity does the University have at the central
A11. MAA square footage is 631 square feet, and the storage room is 118 square feet.
Q12. What type of vehicle is used to transport materials from offsite locations to MAA? Does waste need to be manifested?
A12 See A5 above for process of pick-ups at offsite locations. The current vendor utilizes a 26 foot box truck for all offsite pick-ups and final bi-weekly pick-ups at the MAA when transporting waste to the End Disposal Facility.
Q13. What training is vendor to supply MUSC staff and partners?
A13.Training partnerships are utilized to share subject specific processes and procedures established by both MUSC and all regulatory and compliance partners. Trainings must be done at least quarterly with small internal groups or large departmental assessments and training endeavors. Contractor must provide appropriate signage and other written materials to ensure a successful operation.
Q14. Can you provide further details about how the evaluation criteria will be scored? We are trying to understand what is most important to you from a provider.
A14. No change. The evaluation factors in Section VI are listed in the weighted order of importance. The technical proposals and business proposals are evaluated separately. The evaluation committee will not score the business proposals. They are done on a sliding scale. For example, if Price was hypothetically worth 30 points. The lowest priced proposal would receive all 30 points. The other proposals would get a portion of the points based on how much higher they are compared to the lowest. In this example, Charlie received half as many points as Alpha because they were twice as expensive.
Offeror Offer Lowest Price Act. % Max Pts Points
Alpha
$1,000,000.00
$1,000,000.00 100% 30 30.00
Bravo
$1,250,000.00
$1,000,000.00 80% 30 24
Charlie
$1,500,000.00 $1,000,000.00 67% 30 20.00
Delta

Echo $2,500,000.00
$1,000,000.00 40% 30 12
Q15. From the site walk it was indicated that a third chemist may be needed beyond the two full-time personnel. How are vendors to provide rates for additional chemist when needed? –
A15. See Attachment B
Q16. What technology would MUSC like vendors to quote for Non-hazardous Liquids?
A16. Please refer to Attachment C
Q17. Can you provide some additional information about these waste streams from your bid sheet?
a. Please confirm this bid does not cover any waste that would be classified as biological waste.
A17a. There are infrequent situations where small quantity biologically derived chemicals have been secured and processed by the current vendor. Examples would be cholera and certain forms of streptomycin.
b. Corrosive Liquids. What type of corrosives, can you provide EPA waste codes, or profile
A17b. Some current examples of corrosive liquids are organic and inorganic acids, inorganic bases, and amines. All coding of waste codes and profiles must be provided by the vendor to ensure accurate and appropriate classification and disposal of material. Refer to Attachment C for more information.
c. Labpack Toxic per Pound, What are you looking for here? All other items in this category are per drum pricing.
A17c. Currently, certain toxic items are billed per pound. For example, poison inhalation hazard (PIH) toxins are billed per pound due to the extra level of hazard associated with them. This line is available for any item the vendor deems too toxic to bill per drum and must evaluate per pound. Pricing should be reviewed and approved with URM Leadership for these items.
d. Non-regulated Liquids. What type of liquids could this be? What type of treatment technology do you want vendors to quote, landfill, WWT, Fuels blending?
A17d. Current operations reflect antifreeze and water, oil and water, Rapicide Part B, various detergents and soap solutions, spent formalin solutions. Pricing must be provided for any of the possible appropriate disposal options available to the vendor based on the profile of the liquid and final decision of the disposal method must be approved by URM leadership prior to action be taken.
e. Oxidizer Liquid. Please provide profile and/or constituents and RCRA waste codes. –
A17e. Please refer to Attachment C
f. Pharm Waste Hazardous – please confirm this is not medical waste. What DOT hazard class does this ship under? Can you provide typical waste codes?
A17f. Refer to Attachment C
g. We noticed that there is no pricing category for “reactive” lab packs, can that be added?
A17g. Please see Attachment B
h. Toxic RCRA Cylinder. Do you have any additional information about what this the constituents of this material would be? Does the University have any other types of cylinder waste that should be quoted?
A18h.Refer to Attachment C
Q18. In the past, vendors were able to use the”2nd floor connectors” to move waste between buildings. Will vendors be able to still use this or are you looking for an alternative service model?
A18. Building connectors should be used to move from a connected building without a loading dock to the loading dock of another building.
Q19. Would pricing for high hazardous work be quoted as needed as an addendum to the contract? – Pricing for all labor would be standard and associated with the employee in that role.
A19. Any project that the vendor deems as high hazardous needs to be reviewed with URM leadership. Standard and preapproved high hazardous labor must be established and followed for that project. Any chemist that is providing high hazardous support must meet the established high hazardous qualifications and all training and certifications must be provided to URM leadership.
Q20. As I understand it from the meeting, all costs such as stop fees, manifest fees, stop charges, service vehicle, per diem, parking and fuels surcharges should be rolled into unit costs that are presently on the spreadsheet? There will be no line items to put the afore mentioned costs for the RFP, correct?
A20. All pricing should be inclusive of all vendor costs. No line items or additional expenses can be submitted to be eligible for this proposal.
Q21. Can you please confirm how many hours the full-time employee and part-time employee will work each week?
A21. Current Operations reflect one full-time FTE and one part-time FTE on campus each week with the additional support of project team members frequently requested for support. The vendor is provided the opportunity to submit an action plan for hazardous waste support recommending their plan for onsite support needs and hours in the Business Proposal.
Q22.During the site visit, it was mentioned that currently the contract is being serviced by two (2) full-time employees.
Does MUSC expect that 2 full-time and 1 part-time employees will be needed for this contract as well?
A22. See A21.
Q23. Per the RFP, waste is shipping out every other week but during site visit it sounds as if waste is shipping weekly. Is there a reason within the RFP waste plans to ship every other week?
A23. Current operations reflect that waste is shipped from the MAA every other week. Vendors are at the liberty to submit their perspective plans on how they would manage the current volumes and pick up schedule.
Q24. Can you please confirm that the Unit Price vendors should bid are based on the size of the container and not per gallon?
A24. Yes. Column F of Attachment A was mistakenly labeled “Price Per Unit” when in fact it should be “Price Per Container”. Please see Attachment B
Q25. Can additional line items be added for PPE HAZ Rated supplies as this could vary based on what is needed? Gloves, respirators, etc. or is this considered supplies for a High Haz service?
A25. PPE Haz Rated is your estimated price per year for all necessary safety equipment.
Q26. Regarding the Toxic RCRA Cylinder 12 inch, this could be disposed of several different management methods pending the type of chemical within the cylinder. Can vendors provide their cylinder pricing for all types of cylinders and sizes so MUSC will be quoted based on the cylinder that needs to be disposed of.
A26. Yes, after award, all coding and pricing of waste codes and profiles must be provided by the contractor to ensure accurate and appropriate classification and disposal of material. Refer to Attachment C for more details on waste codes.
Q27. “Contractor must have software to allow for live viewing of inventory within the waste storage area. including viewing of packing slip content” Please provide clarification on live viewing; do you mean online software in real time or just having the ability to view packing slips and inventory online?
A27. See changes above. Contractors are required to provide online portal access for any URM staff member to review all waste profiles, volumes, manifests, LDRs and other reporting documents for any items being processed and disposed of.
Q28. Does MUSC have disposal restrictions? List of approved disposal/recycling facilities?
A28. No change. Please review details under III, Section 3, Part b Documentation, viii for details regarding requirements and documentation for all facilities utilized by the vendor for disposal and recycling facilities and Section III, Section 3, Part f Disposal and Destruction regarding restrictions and recommended facilities.
Q29. Are pick-ups needed every 2 weeks regardless of volume?
A29. Current operations reflect that waste is shipped from the MAA every other week. Vendors are at the liberty to submit their perspective plans on how they would manage the current volumes and pick up schedule.
Q30. Page 17, section 3: What is expected for “training and education” for MUSC staff and partners? This is a broad category and requires more detail.
A30. Training partnerships are utilized to share subject specific processes and procedures established by both MUSC and all regulatory and compliance partners. Trainings may be done with small internal groups or large departmental assessment and training endeavors. Topics may include waste segregation, chemical safety, and other topics are areas of opportunity are identified.
Q31. Is contractor expected to file reports to State or EPA on behalf of MUSC? Or just provide waste data for MUSC to report?
A31. No change. Please review III. Section 3, Part d on Summary Reporting.
