About this file

This Amendment 1 document modifies the Invitation for Bid issued by the South Carolina Department of Transportation (SCDOT) for reflective sign sheeting and printing supplies. The solicitation seeks qualified bids for reflective sign sheeting, printer inks, various films, and a traffic sign digital printer, divided into two lots. All materials must comply with SCDOT 2007 Standard Specifications sections 651.2.3 and 651.2.4, AASHTO M 268 standards, and be listed on the SCDOT Qualified Products List #20 (October 1, 2021). The amendment specifies that reflective sheeting must be Avery Dennison brand and compatible with the Avery Dennison Traffic Jet Xpress printer (Mimaki UCJV300-160). The offer submission deadline is December 10, 2025 at 2:30 P.M., with questions from offerors due by November 17, 2025 at 12:00 P.M. Award notification is scheduled for December 29, 2025. Bids must be submitted online at http://www.procurement.sc.gov, with one copy required. No pre-bid conference or site visit is applicable to this solicitation.

The amendment requires contractors to provide technical assistance through a qualified technician for annual instruction and training at the SCDOT Sign Shop (8238 Grey Fox Blvd., Columbia, SC) at no additional cost to SCDOT, including training on material application, equipment operation, packaging, and storage. Contractors must package sheeting to commercially accepted standards, ensure no more than four splices per 50-yard length in continuous rolls, verify color matching to standard tolerance charts in natural daytime light, and confirm that protective liners can be removed by peeling without water or solvents. The amendment modifies the original solicitation by removing references to printer inks and equipment in the specification section, narrowing the scope to reflective sign sheeting and various films, though the bidding schedule in Section VIII remains unchanged. Offerors must acknowledge receipt of this amendment through signing and return, identifying the amendment number and date, letter notification, or submission of a bid indicating receipt.
