About this file
Amendment 1 for a Request for Proposal (RFP) issued by the South Carolina Aeronautics Commission seeks a contractor to perform airfield electrical repairs across various airports in South Carolina. The solicitation requires a contractor with at least three licensed master electricians holding South Carolina licenses, specifically with a public utility-electrical contractor license. The pre-proposal conference is scheduled for 02/27/2025 at 10:00 AM ET via Microsoft Teams, with proposals due on 04/03/2025 at 11:00 AM ET. The contract aims to assist airport sponsors in performing electrical repairs beyond typical airport staff capabilities, with a focus on complex electrical system maintenance.
The solicitation clarifies that basic maintenance like replacement of edge light bulbs is the airport sponsor's responsibility, while more extensive repairs such as edge light fixture replacements will be covered. The contract will not cover damages caused by negligence, such as fire ant infestations or lightning strikes, which will be billed directly to the airport. Invoicing requires a summary report documenting site visits and actions performed, and repairs will be initiated only after direction from SCAC Airport Development Staff. The state has not mandated submission of financial statements at this time but reserves the right to request them later, and the contract emphasizes repairing electrical systems that are not locally or readily repairable.

QUESTIONS FROM OFFERORS - AMENDMENT (JUN 2017)
THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. QUESTIONS DO NOT FORM A PART OF THE CONTRACT; THE “STATE’S RESPONSE” DOES. ANY RESTATEMENT OF PART OR ALL OF AN EXISTING PROVISION OF THE SOLICITATION IN AN ANSWER DOES NOT MODIFY THE ORIGINAL PROVISION EXCEPT AS FOLLOWS: UNDERLINED TEXT IS ADDED TO THE
ORIGINAL PROVISON. STRICKEN TEXT IS DELETED. [02-2A097-1]
The following questions were received pursuant to the date and time specified on the cover page of the solicitation:
Question 1. Can you confirm that the intent of the RFP to have “A staff of three or more licensed electricians to work on high voltage systems” is that our firm have (3) licensed master electricians who hold a license in the state of south carolina?
State’s Response: Yes, to qualify for this RFP, your firm must have at least 3 licensed master electricians who holds a license in the state of South Carolina.
Question 2. 3 or more licensed electricians are required - assume licensed in South Carolina? Is proof of license required with proposal?
State’s Response: Yes, proof of South Carolina licensure is required with your proposal.
Question 3. What are the license requirements for the contractor?
State’s Response: The Contractor must possess a public utility-electrical contractor license in the State of South Carolina.
Question 4. SCOPE OF WORK - Will replacing lamps (incandescent runway & taxiway fixtures, PAPI, windsocks, etc .... be paid for under this contract?
State’s Response: Basic maintenance and the purchase of associated materials, such as replacement edge light bulbs and globes, are the responsibility of the Airport Sponsor.
The intent of the contract is to assist Airport Sponsors in performing electrical repairs that are beyond the typical capabilities of airport staff or local electricians. Replacement of edge light fixtures will typically be covered (if not damaged through negligence or an Act of God), but replacement of bulbs typically will not. If a PAPI light box requires repair and part of that repair involves changing the bulb, that will be covered.
Question 5. Is there a list of priority items for repair?
State’s Response: If there are multiple repairs required at an airport, SCAC would defer to the priority of repair requested by the Airport Manager. Establishing priorities between multiple airports would be situationally dependent and decided in consultation with SCAC Staff. That has historically not been a concern. With that said, the most common / frequent repairs are to PAPI lights.
Question 6. When repairs are invoiced to SCAC, what backup paperwork is required, along with the invoice.
State’s Response: A summary report of activity that documents site visits and actions performed must accompany invoices. Invoices are submitted by airport.
Question 7. Under this contract, will damage by nature (fire ants, coyotes, lightning, etc.…) be paid for?
In the past, the Division of Aviation provided fire ant killer and training to any airport that requested it.
Fire ants tend to get into the light fixtures and damage the wiring and in LED fixtures, they damage the LED driver (circuit board).
Fire ants have also been found in control cabinets, out on the airfield, damaging the electronic components.
Since the state made fire ant killer available to the airports, it was considered as neglect, on the airport’s part, if they did not apply the fire ant killer and then had damage caused by fire ants.
Normally, damage by lightning has been covered under the airports insurance and billed directly to the airport, along with a Lightning Lose Affidavit.
We have had invoices for repairs, associated with fire ant damage, denied by the Division of Aviation and we have had to invoice the airport directly.
State’s Response: See solicitation, Default (2006) (c) [07-7B075-1]. Repair of damage caused by negligence or otherwise covered by insurance will not be subject to cost sharing. Generally, airfield electrical system damage caused by negligence (Fire Ant activity) or an Act of God (lightning strike) will not be paid for by SCAC in which case the contractor will direct his invoice to the airport staff. This determination should be made by the contractor early in his assessment of the problem.
Question 8. Also, under this contract, will damage by aircraft or vehicles, be paid for? Will the state pay or is the airport responsible for the damages?
State’s Response: Damage due to a vehicle or aircraft strike is considered negligence. In these cases, the contractor will direct his invoice to the airport staff.
Question 9. What is the protocol for notifications that repairs are required?
State’s Response: Airport Staff will request repair services from SCAC Airport Development Staff. The Contractor will be directed to perform repairs by SCAC Airport Development Staff.
Question 10. On page 19 a minimum of 5 years’ experience in performing airfield electrical repairs is required. How will this requirement be verified?
State’s Response: Review page 17 - “Offeror’s Qualifications/Capabilities/Personnel
Question 11. Is there a requirement to submit financial statements showing the current financial position of your company to demonstrate the financial capability to complete the required work?
State’s Response: There is no requirement at this time to include financial statements. However, the state may elect to request at a later date.
See clause, Qualifications of Offeror (Mar, 2005) [05-5005-2]
Question 12. Please proved a scope of for Emergency backup generators. Does this require maintenance or just troubleshooting and repairing problems?
State’s Response: Preventive Maintenance (PM) of emergency backup generators is the Airport Sponsor’s (Owner’s) responsibility. The intention is to assist the Airport Sponsor with basic Corrective Maintenance (CM – electrical troubleshooting and repair) if not locally and readily available.
Question 13. Will this contract include the annual rotating beacon maintenance?
State’s Response: Inspection and PM of Rotating Beacons is not included in this scope of services.
Annual Inspections and PMs of all electrical systems is the responsibility of the Airport Sponsor.
