About this file

This is Amendment 1 to a Fixed Price Bid (Solicitation #5400026680) issued by the South Carolina Department of Transportation (SCDOT) for Right of Way Acquisition services. The solicitation requires online submission through www.procurement.sc.gov by April 4, 2024, at 14:30:00. The question period has expired as of March 26, 2024. No pre-bid conference is required for this solicitation. The award will be posted on April 12, 2024. One copy of the offer must be submitted.

The amendment addresses three questions from potential offerors regarding Right of Way Exhibits preparation and staking services. Key clarifications include: bidders must bid on all services per Section VIII of the solicitation; the procurement is not under the small purchase program through SCDOT's Professional Services Contracting Office; and SCDOT will not reimburse consultants for mileage, per diem, or hotel room costs beyond the $300 per tract price for right of way staking projects located outside the midlands area.

QUESTIONS AND ANSWERS ARE BELOW. THE SCDOT’S ANSWER APPEARS IN RED.

1. Your email mentions Right of Way Exhibits preparation which we are very interested in. The cost spread sheet also shows right of way staking which we are prequalified for and interested in performing. Are we allowed to propose on both services?

You will need to bid on all per Section VIII of the solicitation.

2. The Small Purchase Program 23 CFR 172 summary on the SCDOT web site mentions 5 submittal requirements: (1. Name of PM, 2. Estimated costs, 3. Schedule, 4. Approach to work, and 5. RFP requested information.) It is our understanding that this selection is for potentially multiple projects with a varying range of number of parcels and locations. If true, requirement number 3, schedule would not apply. Please verify.

This is not under the small purchase program through SCDOT’s Professional Services Contracting Office

3. If a right of way staking project is located outside of the midlands will the SCDOT reimburse the consultant for mileage, per diem and hotel room costs in addition to the price per parcel amount of $300 per tract?

No
